Position: Livelihood Community Mobilizer (1)

Location: Languyan, Tawi-tawi (1)

Duration: 3 months

Reports to: Project Coordinator

Under our alliance agreement, we operate as a single, shared management structure. In addition, RI has country offices registered as affiliates of one of the alliance members in an additional 15 countries.

Beginning October 2024 and ending on February 2026, RI will be implementing the livelihood development component of the Project for Promoting Digital Birth Registration in BARMM. This is a project of the United Nations High Commissioner for Refugees (UNHCR) supported by the Japan International Cooperating Agency (JICA). The livelihood component intends to enhance access to economic opportunities among 25 Sama Badjau Communities in Sulu, Basilan, and Tawi-tawi provinces in close collaboration with Municipal Planning and Development and Municipal Agriculture Office.

Position Summary:

The Community Livelihood Development Officer serves as the frontline and community-based personnel of the project. He/She coordinates and represents the project in building collaborating working relations with the target communities and the BLGUs where the Sama Badjau communities are located. Primarily, Community Livelihood Development Officer serves as technical resource provider for Sama Badjau livelihood development.

Position Responsibilities and Duties:

  1. Frontline Functions
    • Establish community project acceptance and regularly monitors emerging risks.
    • Conducts baseline, community social investigation, profiling, and project beneficiaries screening and identification.
    • Facilitates community learning sessions on empowerment and engagement with LGUs, addressing ethno-linguistic discrimination.
    • Facilitates community learning sessions on climate adaptive livelihood
    • Facilitates participatory community economic development planning
    • Facilitates identification, screening, and development of potential community livelihood within the guidelines for the development and implementation of QIP Common Service Facility
    • Conducts mentoring session, QIP implementation assessment, planning and trouble-shooting.
    • Facilitate broader community acceptance of the economic rights of the Sama Badjau towards healthy market linkage and support
    • Gathers M&E data
    • Regularly monitors and ensure that the welfare and wellbeing of project volunteers and beneficiaries are protected.
  2. Project Representation and Local Coordination
    • Establishes, coordinates, and maintains working relationship with the Sama Badjau Communities, BLGUs and MLGUs
    • Facilitate resource complementation from BLGUs and local residents
  3. Accountability and Reportorial Lines
    • Accountable and reports to the Project Coordinator
    • Collaborates with the MEAL Coordinator
    • Collaborates with the Procurement Officer

Required skills and competencies:

  1. Bachelor’s degree holder with background in Fisheries, Marine Sciences, Anthropology, Community Development, Business Management, or equivalent experience.
  1. Five (5) years community development experience, preferably with Sama Badjau Communities
  2. Three (3) years community livelihood mobilizing experience, preferably on aquamarine livelihood development and market linkage
  3. Based/resident of either Tawi-tawi or Basilan
  4. Ability to converse in the Sama Badjau language
  5. Meets safeguarding and protection principles of Relief International
