BACKGROUND

The Technical Cooperation Programme (TCP) for Human Rights Capacity Development in Saudi Arabia commenced in 2014, based on a Memorandum of Understanding (MoU) between the UN Office of the High Commissioner for Human Rights and Saudi Arabia through the Saudi Human Rights Commission. The Programme is supported by a team based in Riyadh under the auspices of the OHCHR Regional Office for the Middle East and North Africa, based in Beirut, Lebanon. 

The main objective of the OHCHR-TCP is to develop national capacities for the promotion and protection of human rights, including working on promoting a human rights culture in the Kingdom of Saudi Arabia. Moreover, OHCHR-TCP aims at providing technical assistance on human rights issues, to the Saudi Human Rights Commission (SHRC) and through the SHRC, to different public, private and civil society organisations in KSA. In addition, OHCHR-TCP aims at strengthening the engagement of KSA with the international human rights mechanisms, including providing support on the follow up process to the implementation of the recommendations of international human rights mechanisms.

KEY DUTIES AND RESPONSABILITIES

The incumbent reports to senior OHCHR staff member at duty station Under the overall oversight of the Regional Representative of the Office of the High Commissioner and works in Saudi Arabia. He or She will perform duties for the Saudi Human Rights Commission.

Pursuant to the Memorandum of Understanding between the Office of the High Commissioner for Human Rights and Saudi Arabia through the Saudi Human Rights Commission and within the framework of the OHCHR Technical Cooperation Project for Saudi Arabia, the incumbent will carry out and execute activities and tasks to enhance and strengthen national capacities of human rights in Saudi Arabia.

  1. Assist with the development of formulation of the annual work plan of OHCHR’s technical cooperation project for Saudi Arabia.
  • Design and plan activities to be included in the annual workplan.
  • Assist in the implementation of activities as per the annual workplan. 
  • Carries out training activities to enhance the capacities of the Saudi Human Rights Commission’s staff members in the field of planning, organization, communication and teamwork.
  • Ability to re-describe the international human rights instrument to recipients in reports, workshops and training and provide a lawful opinion in this regard when required.
  • Assists in the conceptualization and the drafting of concept notes concerning different rule of law interventions as it is related to the administration of justice
  1. Gather human rights materials in print, electronic and audiovisual formats and make them available to the project beneficiaries
  • Ensure receiving all training-related materials from the trainers and relevant consultants prior to and post the training course, workshop, and seminars and share them with the counterpart. 
  • Participates as a resource person in workshops and other activities as appropriate.
  1. Assist in developing TORs for consultants hired to carry out planned activities, facilitate their work, and exert quality control including final evaluation of deliverables.
  • Ensure including all duties, tasks and responsibilities required to hire a consultant in the drafted ToR. 
  • Facilitate arranging and organising meetings for the consultant with different stakeholders, including UN staff, national counterparts, and experts.
  • Ensure receiving the deliverables from the consultant in a timely manner.
  1. Assist in liaising and coordinating with other UN agencies operating in Saudi Arabia regarding the implementation of the workplan and represent OHCHR in UN working groups in Saudi Arabia, as necessary.

  • Participate as the TCP focal point in the UNCT Partnership Working Group and other groups as assigned.
  1. Assist in the preparation of periodic activity reports as well as briefing notes or topical reports as required.
  • Write a detailed report of each implemented activity, draft briefing notes and talking points upon request. 
  • Perform other related duties as required by the supervisor.

QUALIFICATIONS

Education:

  • Advanced University Degree (Masters or equivalent), preferably in law, political science, international relations or other disciplines related to human rights is required, OR
  • A first-level university degree (Bachelor’s or equivalent) in combination with 2 years of qualifying experience may be given due consideration in lieu of the Advanced University Degree

Experience, Knowledge, and Skills:

  • A minimum of two years (with masters) or four years (with bachelor) of progressively responsible experience in human rights, political affairs, international relations, law or related areas. 
  • One year of experience in human rights, training is desirable.
  • Strong documentation and reporting skills- writing concept notes, drafting ToRs, and designing training programmes 
  • Strong knowledge and competency in international human rights law and legal analysis
  • Experience and knowledge of human rights in the context of Saudi Arabia
  • Experience in leading and implementing projects
  • Experience in engagement and communications skills with different stakeholders: national counterparts and UN agencies

Language Requirements:

  • Fluency in oral and written Arabic & English
  • Working knowledge of other UN languages desirable
