Result of Service
The results of service are: (i) Specialized advisory services and strategic guidance to conferences, seminars, workshops, simulation exercises and/or trainings (in-person and/or virtually) provided by 31 May 2024 (ii) Inputs for the preparation of nationally and regionally tailored training activities and materials provided by 30 June 2024 (iii) Expertise provided and draft specific sections as needed for concept notes, agendas, the project’s outcome documents, meeting/training reports, guidelines, and standard operating procedures by 30 June 2024 (iv) Curriculum with presentations, case studies, tabletop exercises, and simulation prepared by 30 June 2024

Duties and Responsibilities
Delivering specialized expertise on thematic areas of counterterrorism to detect, investigate, prosecute and prevent threats related to foreign terrorist fighters (FTFs) and their local affiliates, including: • Design, plan, coordinate and deliver country-/regional-specific capacity building programmes and initiatives on prevention, detection and disruption of threats related to foreign terrorist fighters (FTFs) and their local affiliates in conferences, seminars, workshops, simulation exercises and/or trainings on inter-agency coordination in line with international standards and good practices. • Contribute to written outputs such as, inter alia, briefing notes, concept notes, agendas, project proposals and progress reports and other technical assistance tools on capacity building programmes and initiatives in this thematic area for organizing the conferences, seminar, workshops, trainings and/or simulation exercises. • Draft specific sections of the project’s outcome document(s) and meeting reports particularly in relation to the national inter-agency cooperation on intelligence gathering, investigation and disruption of foreign terrorist fighters FTFs and their local affiliates. • Provide specialized advisory services and strategic guidance for documents, guidelines and/or standard operating procedures (SOPs) relating to the prevention and response to threats related to foreign terrorist fighters (FTFs) and their local affiliates. • Prepare a curriculum with presentations, case studies, tabletop exercises, and simulation exercises in relation to the prevention, detection and disruption of threats related to foreign terrorist fighters (FTFs) and their local affiliates.

Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. A minimum of 10 years of relevant professional experience in criminal justice, law enforcement, the military, intelligence services, investigation and/or prosecution in relation to counter-terrorism is required. Experience in providing advisory services to government entities and/or training on detecting, preventing, and responding to threats posed by foreign terrorist fighters (FTFs), including investigations and/or intelligence-gathering is desirable. Experience working with national counterparts on detecting, preventing, and responding to threats posed by foreign terrorist fighters (FTFs) in countries in Southeast Asia is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills is required. Knowledge of another United Nations official language is an advantage.
