About IRRI
The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

The IRRI South Asia Regional Centre is a regional facility that supports research collaboration, training, and service provision to institutions, scientists, and other stakeholders from India and other South Asian and African nations. Centre aims to (1) enhance South-South collaboration and strengthen the capacity of rice-growing countries in South Asia and sub-Saharan Africa in crop production, seed quality, and to enhance farmers’ income (2) deliver research for development services for the private and public sectors through its state-of-the-art laboratory facilities for grain quality, crop production and nutritional quality and (3) enable knowledge transfer through short courses on rice-based agri-food systems and other IRRI Education products within the region. Besides, ISARC in-house all the IRRI Programs operating in South Asia and providing them research and capacity building support.

This position is based in Varanasi, Uttar Pradesh. and may only be filled by the permanent residents of India.

Job Purpose
This position will report to the Senior Program Manager & Lead, Operations, ISARC. With the minimum supervision of the supervisor, the incumbent will be coordinating financial and administrative functions at ISARC and provide support to other programs in India being operated through ISARC. S/he will be actively involved in:

(1) developing annual budgets and periodic forecasts of ISARC and related projects
(2) monitoring and managing transactions, procurement, supplies and services
(3) preparing financial reports
(4) monitoring the timely expenses of each project and
(5) providing administrative support to various units and teams at ISARC.

S/he should possess in-depth knowledge of financial policies, procedures, and systems and also have excellent analytical and time management abilities. S/he will closely work with IRRI finance team at Delhi and HQ for day-to-day office operations.
Roles and Responsibilities
• Manage and monitor financial and administrative operations of ISARC and other related programs operationalized through ISARC
• Prepare annual budgets and periodic budget forecasts and expenditure estimates of ISARC and programs
• Coordinate with various ISARC units and program teams for day-to-day administrative matters
• Ensure operational compliance with policies, procedures and regulations
• Analyze monthly financial statements (balance sheet, revenue statement and cash flows) and effectively convey analysis to the supervisor and the Director, ISARC
• Supervise the entire procurement process in compliance with procurement guidelines
• Manage and monitor revenue generation, recording and utilization
• Manage Public Financial Management System (PFMS) Portal of GOI; Manage financial records, data and reporting
• Coordinate with IRRI Finance team at Delhi and HQ, various units at ISARC, program teams etc.
• Strengthen and sustain linkages with the stakeholders, including banks, vendors, suppliers, service providers, PFMS etc
• Develop and manage annual operational budgets for ISARC and related programs
• Provides periodic budget forecasts
• Manage and monitor recoveries/revenues account (utility cost, farm recoveries, farm produce sell-off, vehicle recoveries)
• Prepare and maintain cash flow analyses and compare with actuals
• Coordinate with various units and program teams at ISARC, CSM team at IRRI Delhi and HQ for routine administrative matters
• Validate documentation related to payment, claims, procurement etc. for seeking approval of appropriate leads
• Update PFMS portal with uploading expenses on regular interval and generate UC
• Maintain all financial records and provide support in preparing year-end books for audit
• Verify the vendor payments and staff claims (TME and others) for reimbursements and ensure timely release of payment
• Reconcile bank accounts and general ledger accounts as assigned
• Respond to inquiries related to finance and accounting, budgets, payment disbursement, project expenditure, grant reporting etc
• Reconcile all balance sheet and income statement accounts on a monthly/quarterly basis as per schedule
• Maintain financial data related to ISARC and programs and compile grant expenditure reports; Perform administrative management duties as assigned
Qualifications
Bachelor’s degree in Finance/Commerce with minimum 5 years of relevant work experience in national and international organizations

OR Master’s degree in Finance/Commerce/MBA (Finance) with minimum 3 years of relevant work experience in national and international organizations
Skills Required
Mandatory
· Strong knowledge of accounting principles and practices
· Good knowledge of taxation and labour laws
· Proficiency in MS Office, excel and financial systems
· Knowledge of financial software
· Excellent analytical and computational skills
· Strong oral and written communication
· Good organizational and interpersonal skills

Preferred
· Experience of managing PFMS portal
· Experience of working in international organization

Allowances:

In addition to the base salary mentioned above, IRRI also offers the following allowances:

House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
Transport Allowance: A monthly transport allowance of INR 4,000
Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
Education Allowance: INR 1000/- per child per month (limited 2 children)
