JOB TITLE: Communications, Training, and Outreach Consultant (maternity cover)

TYPE OF CONTRACT: Regular Consultant, Level II

UNIT/DIVISION: Ethics Office

DUTY STATION (City, Country): HQ, Rome, Italy or Remote
DURATION: 3 June – 2 November

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:


The Ethics Office is seeking a Communications, Training, and Outreach Consultant to promote a culture of ethics and accountability within WFP and support the activities on protection and prevention of sexual exploitation and abuse (PSEA).

The Ethics Office is mandated to assist the Executive Director in ensuring WFP functions consistent with the highest standard of integrity as required by the Charter of the United Nations, the Standards of Conduct for the International Civil Service, the WFP Code of Conduct and high ethical standards. The Ethics Office fosters an ethical culture through a holistic approach. The Ethics Office is the WFP Organization Focal Point for PSEA and assists in facilitating WFP's multi-disciplinary approach to PSEA in support of WFP's commitment to uphold a zero-tolerance policy to sexual exploitation and abuse.

One of the core areas of the Ethics Office's mandate is Communications, Training, and Outreach, making this area an ongoing responsibility of the Ethics Office.

The Ethics Office Consultant will be tasked with supporting the implementation and roll- out of the 2024 Communication Strategy and Plan and provide key support to the Outreach and Training activities, contributing to the achievement of the Ethics Office Strategy (2024-2026) and vision and the Inter-Agency Standing Committee (IASC) Championship on Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) for 2024.

The Ethics Office Consultant will work independently and overall will report to the Senior Ethics Officer. The Senior PSEA Advisor will provide guidance for specific tasks and activities as needed.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Implement and deliver on the 2024 Ethics Office Communications work plan and support the preparation and delivery of training/awareness materials, design, and delivery of outreach campaigns.

  1. Act as the ETO Communication focal point for all communication matters associated with the IASC PSEAH Championship, including close coordination with CAM and OED.

  1. Create, update, and make improvements to awareness-raising, communication, and training materials in various forms, including written and visual, reports, PowerPoint presentations, videos, and communications materials for different types of activities/meetings, on a variety of ethics and PSEA topics and for a variety of audiences.

  1. Ensure communication products are designed and delivered in a manner that effectively conveys the desired message to the targeted audience and is cost-efficient.

  1. Support in the organization of and, as needed, with presentation/delivery of the training modules on ethics, values, principles, and standards of WFP, both online and in-person.

  1. Work closely with an external vendor to develop six Rise 360 modules on various ethics topics and a video, ensuring quality and timeliness of delivery and provide technical oversight, as required.

  1. Manage and plan 1-to-1 Ethics Briefings between the ETO Director and newly appointed CDs and DCDs.

  1. Support the development and launch of an outreach package focused on Ethics in Emergencies with simple, relevant content.

  1. Coordinate Ethics in the Field video interviews with staff in connection with ETO missions and ensure the completion and launch of video contributions already in progress from 2023 missions.

  1. Update, organize, and launch the targeted Diwali gifts communication campaign and other gift campaigns as necessary.

  1. Maintain the political activities toolkit, updating, and monitoring election dates and preparing outreach emails to send in a timely manner.

  1. Manage the Ethics Office's presence on WFP's internal and external webpages.

  1. Provide support in the preparation of presentations, as required, for other ETO matters including Board and Independent Advisory Oversight Committee or other meetings and events.

  1. Maintain a well-organized and updated archiving/library of communication and training materials on ETO’s Sharepoint site.

  1. Build positive and effective collaboration and relationships internally within WFP, in particular with the Communications function, and externally across the United Nations (Ethics Panel of the United Nations Communication sub-group) and with the Rome-based Agencies to align messaging and activities, as appropriate.

  1. Proactively propose initiatives and make recommendations.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Execution of planned activities as specified in the 2024 Ethics Office Communications Strategy and Plan, and in the Outreach and Training Strategy.

  • Regular and timely support to IASC PSEAH Championship deliverables and for event/campaign communications, and reporting

  • Development and phased launch of six ethics bite-sized modules and an Intro to the Ethics Office video with external vendor support

  • Regular posts internally on ethics topics and Ethics Office's relevant activities.

  • Expansion of content of internal and external webpages and other on-line presence.

  • Timely and accurate production of outreach tools, templates, PowerPoint presentations and other materials - for internal and external use - as requested.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in political science, communications, ethics and compliance, other social sciences, or relevant field.

Experience: Minimum of 6 years of relevant experience in the field of communications, training, and outreach

QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience: Minimum of 6 years of relevant experience in the field of communications, training, and outreach

High standards of ethics and ethical conduct, impeccable integrity, and respect for confidentiality.

Remote working is acceptable with the ability to travel to Rome and other WFP locations for work as required.

Languages: Fluency in oral and written in English.

Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language desirable.
