We are currently seeking qualified Team Lead candidates to be proposed on an anticipated FCDO/ Tackling Deadly Diseases in Africa Programme Phase II that would strengthen national public health and emergency capability to better prevent, detect and respond to disease outcomes in DRC. The primary responsibility of the Team Lead is to ensure successful implementation of the project work plan and achievement of all FHI 360 targets and deliverables while managing and remaining within the approved budget. The Team Lead will lead the work for the DRC, Ghana, Kenya, Malawi, and Uganda country teams supporting the FHI 360 responsibilities for TDDAP2. This will include communication, coordination, and reporting with FCDO, and liaising with in-country FCDO partners, for this project. Availability of position is contingent upon award to FHI 360, and selection of final applicant is subject to FCDO approval.

Job Summary:

The Team Lead will provide overall vision, leadership, management, and technical direction for the entire program, to ensure an integrated vision among different components and actors and achieve programmatic results in all the five implementing countries. The Team Lead will serve as the project’s main point of contact for FCDO; national partners; and other program stakeholders. Further, the Team Lead is expected to identify issues and risks related to program implementation in a timely manner, recommend appropriate program adjustment, and ensure smooth functioning among and between donor, grantees, partners, and other key stakeholders. The Team Lead will supervise activity implementation and ensure that program activities meet the stated goals, objectives, and reporting requirements. The Team Lead position requires strong and positive communication skills and political savviness, as they will interact with numerous institutions, local influencers and decision-makers, including those inside and outside of government structures. The Team Lead must have demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines.

Essential Job Functions: Duties and Responsibilities

  • Lead FHI 360’s project team and serve as the primary point of contact with FCDO regarding the day-to-day activity implementation and management matters relating to the award.
  • Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget.
  • Manage and supervise the work of experts/personnel provided under the award including ability to build strong and effective working relationships with government and a wide range of implementing partners.
  • Serve as the primary point of contact for information on the progress and current status of all activities under the award.
  • Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met.
  • Manage the preparation and presentation of work plans, M&E plans, and all reports, ensuring the quality of all deliverables.
  • Facilitate ongoing project learning and adaptive management.
  • Ensure that solid relationships are built and maintained between and among FHI 360 and sub-awardee project staff, FCDO, and key host countries’ stakeholders and partners.

Qualifications and Requirements

  • Minimum Master’s degree or higher in public health, international development, or related field with a focus on infectious disease detection, surveillance, or diagnostics.
  • Minimum 10- 12 years of experience managing health systems strengthening programs for health security interventions, successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by FCDO and conducted in Africa with previous experience working in Africa.
  • Familiarity with FCDO management, programs, and operations including regulatory and reporting requirements.
  • Demonstrated knowledge of and implementation experience with infectious diseases detection and surveillance.
  • Demonstrated success across the whole range of project management responsibilities including: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight.
  • Demonstrated successes in relationship management with multiple clients, oversight of program monitoring and evaluation, and documentation of results for FCDO or other donor funded programs.
  • Demonstrated successes in relationship management and collaboration with local partners.
  • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in diverse team situations, build, and maintain a cohesive team spirit, as well as mentor staff.
  • Past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Strong written and verbal communication skills, and analytical capacity.
  • Strong English written, oral, and presentation skills.
  • Demonstrated interpersonal skills in facilitation and stakeholder engagement/ coordination.

Preferred Qualifications:

  • Experience working with the Global Health Security.

Supervision

  • Will supervise other project staff members in the five implementing countries.
  • Plays a coaching and mentoring role for others.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• Ability to travel for up to 50% of the time.
