OVERVIEW OF THE FUNCTIONS OF THE POST

BACKGROUND AND OBJECTIVE

Within the framework of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, support the implementation of projects that promote the implementation of the 2005 Convention in Thailand and South-East Asian countries. This includes the implementation of all the activities under the project This project “Creative Digital Lab Phase II: Strengthening Digital Horizons by Igniting Innovation in Thailand Creative Sector” led by UNESCO Regional Office in Bangkok as part of the Creative Digital Lab regional project funded by the UNESCO/Korea Funds-in-Trust (KFIT).

Based on the achievements of phase I, UNESCO develops a set of best practices on digital creativity catered to different contexts and demands of each Member State at the national level in phase II.
The goal is to advance national-level best practices and strengthen cross-country exchange and collaboration of lessons learned within the Mekong region. This is in line with the government of the Republic of Korea's Korea-ASEAN Solidarity Initiative, which is expanding comprehensive cooperation with ASEAN, including future industries such as digital, and cultural cooperation.

PURPOSE OF THE ASSIGNMENT

The selected consultant will provide technical expertise on the contribution of culture to sustainable development through cultural and creative industries and the linkage between culture and education for sustainable development, particularly for youth and local communities. The consultant will provide technical inputs for conceptualizing and delivering strategies, projects and plans in order to support strengthening national capacity among Member States in policy-making and operational implementation in line with the UNESCO Culture Conventions and other international and regional frameworks and best practices.

DUTIES AND RESPONSIBILITIES

Supervisory arrangements:

Under the framework of the UNESCO 2005 Convention on the project “Strengthening digital capacity for cultural and creative entrepreneurs in Mekong Cluster” as part of the Creative Digital Lab regional project funded by the UNESCO/Korea Funds-in-Trust (KFIT), under the overall authority of the Director of UNESCO Regional Office in Bangkok, hereafter called “UNESCO Bangkok”, the direct supervision of the Chief of Culture Unit, and in collaboration with the responsible officer, the Individual Specialist shall carry out the following tasks:

PURPOSE OF THE ASSIGNMENT

Terms of Reference:

The Individual Specialist shall specifically perform the following tasks:

1. Within the framework of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, support the implementation of projects with a focus on Thailand and other South-East Asian countries. This includes, but is not limited to:

1.1 Provide technical inputs for the implementation of all the activities under the projects “KFIT Digital Creativity Lab Phase II”;
1.2 Provide technical support to the working team and the Ministry of Information, Culture and Tourism in developing the Quadrennial Periodic Reports (QPR) due in 2024 and coordinating with other development partners in country who are working on cultural policy;

1.3 Assist in the development of meetings and projects as well as coordinate with counterparts and partners related to Aschberg supported programmes on Artistic Freedom under the 2005 Convention;

1.4 Provide expertise in developing cultural products using indigenous and local knowledge and local cultural / natural assets, as well as advise in incubating young entrepreneurs and creating sustainable marketing strategies to support ethnic local communities in Thailand through collaboration with creative professional networks and organizations, as linked to 2003 Convention and 1972 Convention;

1.5 Provide support for advocacy related to 2005 Convention, Creative Cities and 2030 Cultural Indicators;

1.6 Provide inputs on the implementation of culture conventions as related to sustainable development;

1.7 Provide expertise in developing cultural products using indigenous and local knowledge and local cultural / natural assets, as well as advise in incubating young entrepreneurs and creating sustainable marketing strategies to support ethnic local communities in Thailand through collaboration with creative professional networks and organizations;

1.8 Provide support for advocacy related to 2005 Convention, Creative Cities and 2030 Cultural Indicators.

TRAVEL

The Specialist will be required to travel on mission directly related to projects and implementation during the assignment. The Specialist should travel economy class and received DSA at the standard rate (and which should be reduced, as necessary, when the number of days of DSA exceeds the limits stipulated in the table of rates published by ICSC). DSA is only payable to individuals carrying out assignments away from their usual place of residence or work. The Specialist is expected to make her/his own travel arrangements and should be provided with a lump sum to cover travel-related expenses in accordance with UNESCO rules and regulations. Travel-related expenses (e.g. the cost of tickets, terminal fares and DSA) must be fixed and agreed between the parties.

REQUIRED QUALIFICATIONS

Education:

  • An advanced university degree (Masters or equivalent and above) in the field education, development studies, social sciences or related areas.

Work Experience:

  • Minimum 5 years of field experience related to culture, cultural and creative industries in Thailand and Lao PDR;
  • Prior experience related to education for sustainable development, particularly in terms of the contribution of culture.

Skills/Competencies:

  • Knowledgeable about networks and organizations in the culture sector and creative industries networks in Mekong sub-region;
  • Excellent coordination and interpersonal skills;
  • Ability to communicate fluently in English and Thai.

Languages:

  • Excellent knowledge of English (written and spoken)

DESIRABLE QUALIFICATIONS

Work Experience:

  • Prior working experience at policy level related to culture;
  • Relevant experience with Thai organization, international organization and multilateral is an asset;
  • Familiarity with UNESCO's programmes, structure and priorities
