Result of Service
The consultant will provide additional technical support to The Reintegration and Rural Reform Office to analyze and verify the level of implementation of Chapter 1 on the Comprehensive Rural Reform and Chapter 3.2 on Reintegration of the former FARC-EP combatants, especially interlinked issues, and respective impacts of the first onto the latter. The consultant will ensure bringing expert analysis on interrelations and existing synergies among both chapters of the Final Peace Agreement to contribute to the decision-making of the Principal Liaison Officer on verification and advocacy strategies.

Duties and Responsibilities
Based on the United Nations Verification Mission in Colombia (UNVMC) guidelines and the supervisor orientations, the Consultant will be following topics related to: i. The Comprehensive Rural Reform (National Plans for Rural Reform, land restitution and gender approach), ii. The linkages of the Reform with the Reintegration public policy (Comprehensive Reintegration Programme, Access to land and housing for former combatants, and the consolidation of former combatants' collective reintegration areas, and iii. The process to update and follow up the Implementation Plan Framework. To this end, the consultancy will provide periodic reports on the progress and challenges of the topics assigned and develop guidelines to support the teams and qualify its verification process. Specifically, she/he will develop the following tasks: • Establishes contact with the parties involved in the implementation of the Comprehensive Rural Reform (CRR) and the reintegration process of the former FARC-EP combatants, such as the National Land Agency, the Agency for Reintegration and Normalization, the Agency for Rural Development, among others, and the corresponding Mission's components. • Manages, processes, and analyzes information to provide sound analysis and advice to the Head of Office regarding the Comprehensive Rural Reform and its linkages with the reintegration process and related policies. • Participates in meetings and ad hoc workshops with state institutions and stakeholders. • Supports the periodic monitoring of the progress and obstacles encountered in the implementation of the Comprehensive Rural Reform National Plans (CRRNP) prioritized as well as on cross-cutting issues related to land access under the Comprehensive Reintegration Programme, prepares guidelines and develops a monitoring tool to support verification process of these areas. • Supports the monitoring and provides analysis and follow-up on regulatory and public policy developments related to land restitution process within the framework of the Comprehensive Rural Reform and comprehensive access to land and housing for reintegration purposes. • Prepares guidelines to monitor the implementation of gender measures established under the Comprehensive Rural Reform. • Monitors and analyzes interlinked issues between the implementation of the Comprehensive Rural Reform (CRR) and the reintegration process of former combatants, including the comprehensive land access for former combatants, its impact on the economic component of the reintegration process and the consolidation of former combatants' collective reintegration areas. • Monitors the developments and discussions on the adjustment process of the Implementation Framework Plan with regards to Comprehensive Rural Reform and Reintegration public policy. • Participates in those meetings in which his/her inputs are required. • Any other tasks required for the fulfillment of this ToR.
Qualifications/special skills
A first-level university degree in Political Science, Law, Economy, Public Administration, Management or Development or a related field is required. A minimum of two (2) years of experience in subject related to the implementation of public policies, academic research in areas such as rural development, land access and/or peace process implementation is required. Working experience in Latin America on rural development or research is required. Working experience in Colombia on rural development, research or the Final Peace Agreement is desirable. Working experience within the UN System on rural development is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Spanish is required. Working knowledge of English is desirable. NOTE: Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.
