ORGANIZATIONAL CONTEXT

This job is based at Lilongwe office in Malawi supporting the supply chain team in effective implementation of the food safety and quality, and support the implementation of capacity strengthening and value chain development initiatives. The job holder will report directly to the Supply Chain Officer under close supervision of the Head of Supply Chain. The incumbent shall also work in close collaboration with other internal or external stakeholders such as Nutrition Unit, Regional Bureau (Food Quality & Safety Unit) and others.

JOB PURPOSE

To perform food safety and quality-related activities in support of the Supply chain Unit to ensure effective implementation of integrated food safety and quality and capacity strengthening.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Food Safety and Quality
• Support in reviewing food tender to ensure inclusion of right specifications in food tenders and supporting documents like packaging specifications where applicable
• Implement product spot/compliance testing programme and coordinate with focal points to ensure all protocols of sampling, dispatch, result in interpretation and raising non-conforming in case of any deviation observed
• Ensure updated repository of national food standards through collection/purchase exercise and maintain updated logs for all national standards

2. Food vendor management – supplier technical matrix and profile management
• Support implementation of food vendor management at CO level with the focus on the supplier evaluation, updated matrix and maintaining the latest repository of supporting FSQ related documents for active and potential suppliers.
• Assist FSQ regional team in the execution of supplier audit programme and corrective action and preventive action (CAPA) periodic review process, where necessary.
• Support in monitoring existing product test results for compliance with ongoing periodic testing per the agreed testing profiles
• Support in performance management of all the food suppliers with clear logs and records on non-conformance, deviations and exceptional clearance cases

3. Food inspection and testing services for ongoing operations
• Support in performance management of appointed inspection companies and track performance through food safety and quality management software (FOSTER) and dashboard
• Conduct daily activity review reports as per the scope of work for the inspection services
• Support in offline process for deviation management and exceptional clearance of lots for the regular food inspection process
• Overall coordination with the inspection companies for any FSQ related day to day matters, and technical issues

4. Food incident management – tracking and closure of incidents
• In an event of food safety incidents during the pre/post-shipment stage and because of confirmed non-conformance through spot testing , register food incidents through the digital portal and ensure timely closure
• Support the regional food incident focal point in investigation exercises to enable lessons learned to be documented and shared to all the internal and external stakeholders, to prevent or reduce re-occurrence of the incident
• Ensure the CO has an updated food incident management committees and maintain clear logs

5. Data management and FSQ reporting
• Support the supply chain team in collating and analysing the data that will contribute to the preparation of reports relating to food quality and safety, inform risk management and mitigation plans, and contribute to an organizational view of food technology activities
• Prepare monthly and quarterly reports for food safety and quality unit

6. Training and capacity building related to food safety and quality and value chain development
• Support in developing training modules and technical briefs to build technical capacity of WFP operation and staff, act as a resource person.
• Support the development and implementation of targeted capacity strengthening initiatives with national partners, including work around value chain development.

7. Other
• Perform any other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education: Diploma in Food Science, Food Technology, or any other relevant field
Language: Fluency (Level C) in English in both oral and written communication , and local language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum of 6 years of experience in the related field.
  • Knowledge of food safety and quality management systems (i.e. HACCP, ISO, FSSC, BRC etc.), preferable in FMCG - food division
  • Knowledge of Good Manufacturing Practices (GMP), Good Hygiene Practices (GMP), Good Laboratory Practices, food laboratory analysis, knowledge of food storage and warehouse management including specialized nutritious foods
  • Proficient in computer skills (Word, PowerPoint, Excel, Outlook)
  • Good Analytical Skills (problem-solving, result interpretation)
