 UNDP has been selected as the Principal Recipient for the New Global Fund Grant Cycle 7  (GC7)  Malaria for the period from 1 January 2024 to 31 December 2026. As such, UNDP's mission is to ensure the availability of all necessary pharmaceuticals and health products in sufficient quantity and quality for programme needs, and their rational and justified utilization.

The Health Products Supply Chain Assistant works for the success of this mission through the specific functions detailed in this job description. S/he will ensure the planning, implementation of plans and systems for the reception, storage, distribution of health products and provides technical assistance to the various CECOME (Central de Compras de Medicamentos Essenciais) central and regional. S/he produces reports for the proper management of health products and their delivery in accordance with UNDP rules and standards. S/he provides reliable stock and consumption data to be properly introduced into logistics management tools to inform appropriate quantification, purchase and distribution practices.

Duties and Responsibilities
  •  Assist in the evaluation of CECOME's performance in terms of responsiveness, compliance with reception procedures and integration of receipts into the inventory of existing stocks;
  • Ensure compliance with good storage and distribution practices for all pharmaceuticals and health products in the warehouse;
  • Assist CECOME in the execution of all orders to avoid disruptions in inventory management, including semi-annual inventory of GF and COVID and other stocks.
  • Actively participate during the national and sub-committee group meetings for the elaboration of the distribution plans and quantification.

Data collection and compilation

  • Actively participate in the collection of stock and consumption data, available in the different CECOME and health facilities in order to maintain accurate information that will help with purchasing and distribution projections;
  • Facilitate the quantification process ensuring quarterly consumption data for all pharmaceuticals and other health products is available from all Health facilities;
  • Provide estimates of average monthly consumption for all pharmaceuticals and health products;
  • Provide written feedback to the Health facilities on monthly data reported, inventory and in case of discrepancies between the number of patients and consumption

Stock Management

  • Ensure during the field visits that stock management tools are available and used in each health facility, regional CECOME and central CECOME;
  • Ensures that inventory management practices are followed in accordance with approved standards.
  • Produce a monthly report of stock management activities at central and regional CECOME, including reception, temperature and humidity reports at central CECOME;

Others

  • Provide technical assistance to the personnel at health facilities in the areas of reception, storage and stock management at the level of their structures as well as in the production of various stock management reports.
  • Participate with CECOME and program managers in the execution of spot check of pharmaceuticals and health products at the level of CECOME and all health structures;
  • Supervises and monitor during the supervision visits all the equipment (laboratory or storage equipment) purchased by the project;
  • Participate in sampling activities at central and peripheral level, for the quality control of medicines and health products;
  • Work closely with the Logistic management unit UGL based at CECOME and the supply chain staff from 
  • the other PRs (CG-PNDS), Ministry of health, national and international partners such as the world bank,
  • EU, WHO, IMVF, WFP and others involved in the supply chain activities in Guinea-Bissau.
  • Provide logistic support for the organizations of trainings, GAS- committee meetings, supervisions in 
  • close collaboration with Ministry of health and UNDP colleagues.
  • Provide logistic support and participate during the implementation of the Seasonal Malaria 
  • Chemoprevention (SMC) and the Mass Distribution of Long-Lasting Insecticide-Treated Nets (LLINs) campaigns;
  • Raise requisitions and create procurement request forms in Quantum and UNALL as per project demand.
  • Perform any other tasks assigned by the PSM specialist as needed.

  • Monitoring:  Ability to provide managers and stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results.
     
Required Skills and Experience
 
  • Education: 
  • Secondary Education is required, OR University degree in management, accounting, logistics or relevant related field will be given due consideration but not a requirement. Specialized certification in the field of public health or similar would be an asset.
  • Experience:
  • Minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of relevant experience in health products supply chain management or relevant related fields is required. 

Desired skills in addition to the competencies covered in the Competencies section: 

  • Experience working in an international organization or Global Fund project is desirable.
  • Ability to work in a team and under pressure to take Initiative, judgement and responsibility.
  • Ability to plan and organize work and to respect the rules and procedures in force.
  • Ability to write reports clearly and concisely.
  • Ability to respect for confidentiality and discretion.
  • Experience working with an ERP for stock management of health products is an asset. Experience in the fields below is also desired: Global Responsibility and Teamwork Partnership and Networking Results Orientation Innovation and Discernment Communication Job Knowledge and experience in the field.
