PROJECT BACKGROUND

Côte d’Ivoire as a signature of the Paris Agreement submitted its latest National Determined Contribution (NDC) in 2022, with ambition to reduce GHG emissions by 30.41%. This aim corresponds to a reduction of 37 million tonnes of CO2 equivalent from all sectors. The country is also preparing for its next transparency report (BTR). However, while waste is one of the priority sectors for mitigation in the NDC, the proposed measures do not take into account sanitation services and the potential for GHG emissions from fecal sludge. One of the key reasons is the lack of understanding of emissions from the sanitation sector.

To improve the visibility of sanitation in Cote d’Ivoire’s climate policies, the Bill & Melinda Gates Foundation awarded a grant to GGGI to support the promotion of inclusive, climate-resilient urban sanitation in West Africa. This project aims for the following three main outcomes with a focus on Cote d’Ivoire, Burkina Faso and Senegal:

  • Better understanding of climate resilience opportunities in the sanitation sector in West Africa by strengthening the knowledge sharing platform and approach to advance the sanitation sector in climate policies
  • Integration of sanitation into national climate policies and systems in Cote d’Ivoire, Senegal and Burkina Faso
  • Identification of economic opportunities in the integrated management of sanitation and solid waste linked to climate issues in order to facilitate green investments in these sectors.

As part of the implementation of this project, GGGI is aiming for mapping of GHG emission from the sanitation sector, and identify sustainable appropriate mitigation measures in Côte d’Ivoire. The study will contribute to increasing knowledge in the sector in terms of GHG emission and mitigation measures and reinforce the country reporting regarding its climate policy commitments.

This study requires the recruitment of a consultant whose duties are described below.

OBJECTIVES OF THE ASSIGNMENT

The individual consultant (the “Consultant”) will analyze sanitation data and assess GHG emission from sanitation (systems reference scenario). He/She will perform end-to-end analysis and consider direct and indirect emissions to estimate emissions along the entire sanitation service value chain, considering both centralized and decentralized systems on one hand and both on-site and off-site systems on the other. Onsite system includes pit latrines, septic tanks, containers with road-based transport while off-site system considers sewer-based transport among other. The consultant will then perform future scenarios based propose mitigation options and assess their potential in reducing GHGs considering technologies, policy and social aspects along the period of time (short, medium, long terms).

The duties assigned to this position are estimated to require 70 working days and cover the following two main outputs:

Output 1: Assessing and collection of sanitation data considering a sanitation value chain (25 working days)

  • Map the relevant stakeholders/organizations and their role in data provision and assessing GHG emissions from the sanitation sector (eg. data collection)
  • Identify requirements and existing data and relevant reports
  • Identify GHG emission sources in sewer-based and non-sewered sanitation systems (on-site and offsite systems); following sanitation value chain
  • Collect sanitation data covering previous period (Year to 2023) of Cote d’Ivoire greenhouse gas inventories along with their metadata.
  • Process collected data and produce statistical series covering the period indicated above using relevant methods of extrapolation and interpolation.
  • Formulate recommendations to improve data collection/provision for a sanitation sector.

Output 2. Assessing GHG emissions from the sanitation sector with the following tasks (45 working days):

  • Assess sanitation material flow from onsite and off-site systems considering the sanitation value chain;
  • Assess GHG emissions based on a reference scenario from sanitation services and infrastructure considering the above details (onsite & offsite; direct & indirect, along with the sanitation value chain, etc);
  • Development future emission scenarios including at least a business as usual scenario and a mitigation scenario (alternative scenario) from sanitation by 2040 (eg. construction of FSTPs);
  • Perform uncertainty analysis;
  • Analysis the sanitation GHG emission/reduction on the Côte d’Ivoire NDC ambition
  • Examine the challenges, the shortcomings to be filled and recommendations in assessing GHG emission from the sanitation sector.

*The Consultant will work under the supervision of the country Project Coordinator and with the general supervision of GGGI Cote d’Ivoire Country Representative and the Regional Project Manager.

*The consultant must also propose a short of a fact sheet or policy recommendations (draft (2-3 pages) resulting from these missions.

DELIVERABLES AND PAYMENT SCHEDULE

All deliverables as agreed upon in the workplan must be delivered with high quality, within budget and the agreed timeline. They will be completed and submitted to the Côte d’Ivoire Country Project Manager for review and approval. Deliverables include:

  • An inception report
  • An interim report
  • A final report

In addition, the consultant must provide as annexes:

  1. the sanitation database used to perform the assessment of GHG emissions and projections for 2030. It includes the detailed data used, the results of the data quality assessment and all the assumptions.
  2. policy recommendations resulting from the mission.

The consultant will have regular work meetings with the GGGI team to evaluate progress and address challenges. These meetings need to be included in the consultant workplan.

EXPERTISE REQUIRED

[1] Qualifications and Experience

  • Advanced degree (Master or Ph.D.) in a relevant analytical field, such as Science, Waste/Water/Sanitation, Environmental statistics, policy or any other relevant field.
  • At least 5-years proven track record in GHG assessing or inventory and proven track record in data management
  • At least 5-year experience using IPCC methodology/guidance and software on assessing GHG emissions and scenario-based modelling in GHG
  • At least basic knowledge in data management
  • Have an up-to-date knowledge of issues related to the United Nations Framework Convention on Climate Change (UNFCCC), climate negotiations, the Kyoto Protocol and the Paris Agreement, as well as the Convention's related mechanisms.
  • At least 5-years of professional experience engaging in climate change ecosystem, climate policies in Côte d’Ivoire
  • Knowledge of the sanitation sector and City-Wide Inclusive Sanitation (CWIS) is a strong advantage
  • Proven experience and excellent knowledge of the institutional, and regulatory framework on the fight against climate change and sanitation issues
  • Proven track record of participation in Cote d’Ivoire national climate projects (eg. National communication, Biennal Update report/ETF, NDC, NAMA, etc)
  • Ability to work independently under time pressures with minimal instruction or supervision
  • Fluency in French and English is required, with excellent writing and presentation skills.

  • Excellent research, communication, presentation, and writing skills.
  • Good command of spoken and written French and English. Fluency in the local language is preferred.

  • Experience in public consultation, workshop organization and reporting
  • High level of attention to detail and accuracy.
  • Strong and matured interpersonal skills and proven ability to work with multicultural teams.
  • Ability to work well under pressure and have a flexible approach to assigned tasks.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.).
