1.     Organizational Context

 

 

a.    Organizational Setting

 

The WIPO Knowledge Center (WKC) is an authoritative source for global IP academic research. The WKC oversees WIPO's physical and digital library collection, housed in the knowledge repository.  The WKC works to promote WIPO's outreach objectives by distributing digital copies of publications aimed at a broad public, as well as for individual customers and institutions. The WKC drives demand for WIPO publications and fosters strategic relationships with publishing aggregators and e-book sellers.

 

 

b.    Purpose Statement

 

The incumbent manages the WKC's Library operations and the WIPO publications dissemination programs, activities and workflow to promote the WKC's objectives to preserve and provide access to WIPO's knowledge products, studies, and data.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Head of the WIPO Knowledge Center (WKC).

 

 

 

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Manage and oversee the daily Library operations and the WIPO publication dissemination programs, activities and workflow, supervising and upgrading the technical expertise of staff of the WKC as necessary.

 

b.   Provide comprehensive reference and research services to and respond to extensive information requests from WKC's Library clients, constituents and other stakeholders.

 

c.   Design and deliver WKC's Library training, workshops, and presentations for users.

 

d.   Develop, manage and implement new and innovative programs to promote the WKC's Library services and resources.

 

e.   Develop, manage and implement assessment tools and techniques to evaluate and enhance services to users.

 

f.    Provide professional inputs for the development of policies and procedures to optimize the discoverability of the WKC's Library's resources.

 

g.   Analyze, plan and implement the WKC's role in digital dissemination and customer service for WIPO publications, ensuring the timely and efficient delivery of content to all platforms through the optimized use of resources and by maintaining communication with networks and associations in the relevant fields, managing installed systems and workflows, and ensuring coordination among them.

 

h.   Oversee and ensure the digitization of archived publications and documents to the WKC knowledge repository.

 

i.    Review and approve metadata assignment for search engine optimization to ensure maximum discoverability of publication titles and DOI tracking to assist with measuring impact.

 

j.    Substantively contribute to the marketing of WIPO publications via the various outreach channels.

k.   Perform other related duties as required.

 

 

 

 

 

3.      Requirements

Education (Essential)

First-level university degree in publishing, library and information sciences, or other relevant discipline.

 

 

Experience (Essential)

At least six years of professional experience in library work. 

 
Experience with the emerging digital library environment including digital collections and strong working knowledge of integrated library systems.

Demonstrated experience in managing a publication dissemination program and workflow. 

Proven knowledge and experience with metadata standards, with an emphasis on MARC.

 

Experience (Desirable)

Experience with digital preservation of print format.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Knowledge of other UN official languages.

5.         Information

 

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary:

 

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the April 2024 rate of 84.8%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

*  Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions.  The selected candidate’s appointment will be subject to an overall term of five years in this position, with no possibility of renewal beyond that term.  S/he may, however, apply and be considered for other positions at WIPO.

 

This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
