Job Description

Organizational Setting

The main aim of the FAO country offices is to assist governments to help develop policies, programmes and projects in the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner in order to achieve food security and reduce hunger and malnutrition.

The EU-funded programme entitled “Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea” (EU-STREIT PNG) is implemented by the Food and Agriculture Organization of the United Nations (FAO) as the United Nations Joint Programme (UNJP), in collaboration with the Government of Papua New Guinea (PNG) and other partner agencies such as ILO, UNCDF, UNDP and ITU. The programme aims to promote sustainable agriculture and rural development, with a particular emphasis on improving the living conditions of rural communities, with a great emphasis on gender equality and youth inclusion. 

“Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea”  (GoPNG)/United Nations Joint Programme (UNJP) Partnership funded by the European Union (EU). Implementation is led by FAO in cooperation with UNDP, UNCDF, ILO and ITU. The five-year Programme (2020-2025) will be implemented in the Provinces of East and West Sepik with the overall objective to increase sustainable and inclusive economic development of rural areas. The Programme will focus on the cocoa, vanilla and fishery (coastal, riverine and aquaculture) value chains with the specific objectives to: (i) increase economic returns from these value chains; and (ii) strengthen climate resilient and more efficient value chain enablers.

The 2 positions available for this vacancy are located in Vanimo and Wewak, PNG.


Reporting Lines

The National Monitoring and Evaluation (M&E) Specialist will work under the direct supervision of the International Monitoring and Evaluation Officer and in overall supervision of Programme Coordinator for EU-STREIT Programme in the Papua New Guinea, and in close collaboration with the Project Implementation Management Unit (PIMU). The National M&E Officer may also work in close collaboration with Government counterparts, partners and relevant stakeholders as recommended by the PIMU.

Technical Focus

The National Monitoring and Evaluation (M&E) Specialist will contribute to and support the soundness and timely design, technical backstopping and implementation of the M&E System of the Programme.


Tasks and responsibilities

•    Assist the International Monitoring and Evaluation Officer in coordinating the effective and timely setup of the Programme M&E framework to ensure Programme progress and delivery monitoring in a consultative manner in the Programme area;
•    Support the development and implementation of data collection and assessment methodologies for all relevant elements in the M&E System;
•    Contribute to the implementation of a Programme Management Information System (MIS) and update and clean the data in Programme Management Information System;
•    Conduct the Post Distribution Monitoring (PDM) of the Programme interventions;
•    Contribute to periodic result reports on the progress of the Programme and ensure timely analysis and dissemination of M&E findings;
•    Support the engagement with the various parts of the Government of Papua New Guinea and development of innovative and inclusive partnerships with local enterprises/private sector on the three selected value chains;
•    Develop M&E capacity of Government counterparts, project staff and consultants and mentor, supervise and support their M&E activities;
•    Monitor Programme risks and assumptions and contribute to identifying and implementing suitable risk mitigation measure if required;
•    Provide inputs into the Final Evaluation; 
•    Support the data collection of impact assessment surveys of the Programme value chains; 
•    Following-up on various M&E tasks in order to meet all requirements as efficiently as possible; 
•    Assist in disseminating M&E findings to all staff and relevant stakeholders;
•    Undertake any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements  
  
•    University degree in monitoring, management, data analysis or a related field.
•    At least 2 years of professional experience in a relevant position (M&E / MEAL/Quality Assurance / Management Information System Specialist).
•    National of Papua New Guinea
•    Working Knowledge of English.

Technical/Functional Skills 

•    Contribution made to progress reports, assignments and field visit reports written; Assisted in conducting surveys in the Programme area; Fully functional M&E System, communication and data collection solutions for STREIT PNG programme and its partners (ILO, UNDP, ITU, UNCDF) in Wewak and field offices exist; Support provided to Programme team including M&E, GIS, communication and partner organizations representatives in Wewak and field offices.
•    Enhance personal competence in M&E and report writing by taking online courses from you@fao.
