Position Title: Senior Change Management Officer

Duty Station: Geneva, Switzerland

Classification: Professional Staff, Grade P4

Type of Appointment: Fixed term, one year with possibility of extension

Context:

The Internal Governance Framework (IGF) Unit is part of the new Change Management Division

(“Division”), reporting to the Deputy Director General for Management and Reform. The Change Management Division is to support the Organization to identify the priorities in transformation initiatives and to deliver on the reforms under the Internal Governance Framework, in alignment with the IOM Strategic Plan, including change management activities.

The Division’s initial focus is to support the Executive Office and other departments in implementing change management activities for various organizational reform initiatives, including restructuring the headquarters and field offices.

Under the direct supervision of the Chief of the Change Management Division, and in close coordination with the Executive Office, the Senior Change Management Officer will be responsible for proposing, leading and facilitating change management initiatives required to ensure that IOM offices and personnel worldwide are ready and able to work productively within transformed organizational structures, technologies, policies, procedures and rules, as relevant. These responsibilities may include change impact and readiness assessment, stakeholder engagement and care, developing and implementing communication activities.

Core Functions / Responsibilities:

  1. Develop, revise, plan, lead and/or coordinate change management initiatives and activities within IOM and apply a structured methodology to support adoption of the changes required by the Organization.
  2. Conduct change impact assessments and facilitate and document impact for significant changes, including the following:
  3. Evaluate the organization’s change readiness and conduct learning needs and change impact analyses.
  4. Facilitate and document impact and readiness assessments for significant changes.
  5. Report any risks and significant resistance to the Chief of the Change Management Division and propose measures for mitigating resistance.
  6. Develop a first draft of a comprehensive change management strategy and implementation plan, encompassing stakeholders, a people manager plan, change network, trainings, communication plan, and key performance indicators (KPIs) to measure the success of change management efforts.
  7. In coordination with change management officers in the respective departments and offices, identify, develop and deliver strategies to engage all change stakeholders including senior management, department heads and colleagues worldwide, taking into consideration cultural and other barriers.
  8. Escalate significant resistance to the institutional changes introduced and propose solution ina timely manner.
  9. Perform other tasks as required.

Required Qualifications and Experience:

Education

  • Master’s degree in Education, Public Administration, International Development, Political or Social Sciences, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.
  • Professional certification in change management will be a distinct advantage.

Experience

  • Work experience within the UN system, particularly change management would be a strong advantage;
  • Experience in change management strategy development and execution at the international level, strongly preferred within the United Nations system;
  • Experience developing learning and/or internal communications strategies strongly preferred;
  • Experience in working with different missions;
  • Experience in conducting trainings; and,
  • Experience in creating video clips and infographics is a strong advantage.

Skills

  • Familiarity with UN policy and procedure;
  • Advanced knowledge of Microsoft Office, particularly Word, Excel and Powerpoint is an advantage; and,
  • Expertise in online training development and digital adoption tools.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French are required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) [please delete the language already mentioned as required] is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
