Result of Service
The Local Manager, under the Programme Coordination, reports to the National Officer for Brazil. He/She shall duly and timely perform his/her obligations, as part of the "Social Territories Project in Large Favelas Complexes" Programme team on the field, under this Terms of Reference. The Local Manager will work in close collaboration with the operational and technical teams of UN-Habitat in Rio de Janeiro.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. In order to expand the programme and seek support to work with the challenges of reducing urban poverty and integrating all segments of the population into the fabric of the city, UN-Habitat is a partner of Instituto Pereira Passos (IPP) of the Municipality of Rio de Janeiro (PCRJ) in the implementation of the Social Territories Programme. To respect, protect and achieve rights and build a fairer and more equitable city, the Social Territories Programme aims to identify the most vulnerable urban population of the city of Rio de Janeiro, better understand their living conditions and promote a specialized support to integrate them into public registries, the network of basic services and the municipal urban fabric. The Social Territories Programme has been implemented, since 2019, in large favela complexes (Alemão, Chapadão, Cidade de Deus, Lins, Maré, Pedreira, Penha, Jacarezinho, Rocinha and Vila Kennedy) and is currently being expanded in larger scale throughout the city. In order to continue with the due implementation of the Social Territories Programme, UN-Habitat office in Rio de Janeiro is looking for Local Managers. Report to UN-Habitat Manager The Local Manager, under the Programme Coordination, reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment The Local Manager shall support the implementation of the Social Territories Programme, in partnership with the Instituto Pereira Passos (IPP), together with the Programme Coordination and Field Agents, with the responsibilities below. Responsibilities The Local Manager shall support the implementation of the project, and its activities, with the following responsibilities: a) Coordinate the responsible team for the active search for families that will participate in the programme's integrated protocol, and its monitoring, in close collaboration with the Programme Coordination Assistants. b) Monitor the application of questionnaires at the request of the Programme Coordination. c) Support the organization of events inside the communities. d) Prepare progress reports on research in the territories. e) Apply socioeconomic questionnaires. f) Define the best strategies to completely cover the territory under his/her responsibility. g) Visit and assist the selected families at the request of the Programme Coordination, when possible. h) Disseminate the Programme within the communities. i) Participate in local meetings as requested. j) Be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of the Agency and the counterparts. k) Perform other duties which may be requested by the supervisors. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Qualifications/special skills
Academic qualifications: Highschool diploma is required, or additional two (2) years of relevant experience to the post, beyond the requirement. Experience: ● Minimum four (4) years of experience* in research, data collection and/or conducting interviews/questionnaires, preferably in the intervened/vulnerable communities is required. ● Previous experience within the UN System would be considered an added advantage. *Time of experience as self-employed, interns, and part-time count as 50%. Non-relevant experience for the position is not counted Skills: ● Good handling of technological tools. ● Knowledge and experience with data collection applications, such as Survey123, is desirable. ● Good computer skills in Windows, such as Microsoft Office and Microsoft Excel, is desirable. Knowledge management ● The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ● The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ● The person will prepare databases related to the project running. ● The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ● The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies ● Professionalism: Experience in working with inter-institutional areas, assisting in project management, monitoring and evaluation; approaches and strategies with regard to good urban governance and local development. ● Planning and organisation: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organisational skills and ability to manage a workload efficiently and within set deadlines. ● Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ● Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main-streaming of vulnerability; willingness and ability to work in difficult environments.

Languages: ● Fluency in Portuguese is required. ● Knowledge of any other working language of the United Nations is considered an added advantage.
