Result of Service
Under supervision of the Regional Subprogramme Coordinator, a consultant is required to provide technical support to support the development of knowledge sharing on good practices to address air pollution in cities in Asia and the Pacific region, building on the findings of the report “Achieving clean air for blue skies in Seoul, Incheon, and Gyeonggi (SIG) in Republic of Korea”. Output 1. First knowledge sharing event on good practices to address air pollution in cities in Asia Pacific. Titil: Unlocking finance for clean air in cities, 27 May 2024. Deliverable: a. Develop the event concept note, including objectives, preliminary agenda, proposed speakers, and list of target participants (delivery date 03/05/2024) b. Develop session scenario, final agenda, and list of confirmed speakers and participants (delivery date 17/05/2024) c. Develop meeting report (delivery date 28/06/2024) Output 2. Second knowledge sharing event on good practices to address air pollution in cities in Asia Pacific. Deliverable: a. Develop the event concept note, including objectives, preliminary agenda, proposed speakers, and list of target participants (delivery date 14/06/2024) b. Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment. The first United Nations Environment Assembly (UNEA) resolution on air quality adopted in 2014 called on UNEP to undertake assessments focused on identifying gaps to address air pollution, including monitoring and control, opportunities for cooperation, and mitigation opportunities. This was reinforced by UNEA resolution 3/8 on ‘Preventing and reducing air pollution to improve air quality globally’ which stressed the need for further sharing of existing knowledge on science, technology, policy, measures, and best practices related to addressing air pollution. In 2023, UNEP launched the report “Achieving clean air for blue skies in Seoul, Incheon, and Gyeonggi (SIG) in Republic of Korea” which documents their story of addressing air quality over 15 years (2005-2020). The assessment identified key aspects for air quality management approaches and good practices. The report was recognized as a valuable reference for policymakers, researchers, and citizens in Republic of Korea and beyond. Representatives from other developing cities, civil society organizations, and city associations supporting cities to improve air quality indicated the usefulness of sharing and learning from the experience in SIG, including the opportunity to further strengthen clean air action through carbon neutrality efforts.
Qualifications/special skills
• Advanced university degree (Master’s degree or higher) in environmental science, environmental management, international law, sustainable development or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 5 years of progressive responsible experience in the area of environment international cooperation, preparation, designing and implementation of international development projects, or a related field. • Experience working with local government agencies on environment issues (ideally in air quality or climate change related issues) is required. • Experience working in Asia and the Pacific Region, and with regional and sub-regional networks is desirable. • Working experience in a multicultural environment including United Nations desirable. • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Fluency in Korean language both in oral and written is an advantage.
