Your team

Within the Network Management Directorate, the Technology Domain develops and maintains Network Management (NM) Directorate's mission-critical systems, including all NM ops systems, the related communications facilities and technical infrastructure, and supports the Agency's IT solutions and services.

As IT Change Manager, your role will be to drive the change management activities and overseeing the right execution of the change requests. S/he makes sure that all changes are assessed, analysed correctly and implemented on due time by the right teams.

Your role will be to:

  • Coordinate and assess all IT change activities/initiatives and prevent unauthorized or disruptive changes from being implemented.
  • Act as the IT change management process manager, and ensure adherence to the change management policy and procedure while meeting business strategy & objectives and timing.
  • Oversee the effective delivery and execution of change requests from external suppliers, and act as the internal/external key focal point.
  • Collaborate with business areas and propose alternative solutions to requests not meeting the needed conformity, and communicate effectively with business stakeholders and end-users.
  • Analyse, monitor and report to the Service Managers on change volumes and trends, identify potential future issues/conflicts and suggest alternative options.
  • Lead and contribute to the Change Advisory Board (CAB) and collaborate with relevant specialists (i.e. architects, network specialists, IT security officers, etc) on the topic.
  • Follow latest evolutions in field of expertise and share best practices with involved stakeholers.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University degree of 4 years in a relevant field (e.g. Computer Science, Engineering, or in other related technical field) plus a minimum of 3 years of relevant experience or completed university degree of 3 years plus 4 years of relevant working experience.

  • Experience in managing IT changes.Technical background and experience in IT Infrastructure service management, preferably in the following domains:
    • Platform & storage management
    • Network and security
    • Digital workplace technologies

  • Knowledge of and experience using the ITIL framework and ITIL tooling (Service Now is an asset).
  • Knowledge of agile methodologies is an advantage.
  • Experience in managing critical infrastructures would be an advantage.Interest to keep abreast of relevant trends in technology.
  • Technical writing skills (English).

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become basic users of French at level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
