Org. Setting and Reporting
This position is located in the United Nations Global Compact Office. The Chief of Staff reports to the Assistant Secretary-General of the UN Global Compact. The United Nations Global Compact is the United Nations' voluntary corporate sustainability initiative in the areas of human rights, labour, the environment, and anti-corruption. It revolves around ten universal principles drawn from four key international instruments in these areas. The Global Compact Office is the United Nations entity responsible for the overall management and coordination of the Global Compact initiative. It pursues two complementary objectives: (1) making the Global Compact and its principles part of business strategy and operations everywhere; and (2) facilitating cooperation among key stakeholders by promoting partnerships and collective action in support of the United Nations (UN), and the United Nations Sustainable Development Goals (SDGs).
Responsibilities
Within delegated authority, the Chief of Section (Chief of Staff) will be responsible for the following. • Provides policy guidance on conceptual strategy development for the UN Global Compact and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. • Plans and oversees the management of activities undertaken by the unit including the management of the Front Office staff; Board Relations; UN Relations including with the Executive Office of the Secretary-General; provides strategic advice and guidance to the Head of Entity; oversees the organization of Executive Management Team meetings and works closely with the Executive Office on various Human Resources matters as well as budget and Office administration, monitoring the implementation of human resources policies, practices and procedures and advises senior management. Ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects and, in liaison with other organizations of the United Nations System including the Four UN Guardians of the UN Global Compact’s principles (OHCHR, ILO, UN Environment and UNODC) as well as donors and agencies as appropriate. • Manages, supervises and carries out the work programme of the Unit under his/her responsibility. Co-ordinates the work carried out by the Unit/Section; provides programmatic and substantive reviews of drafts prepared by others. • Provides substantive input in the preparation of position papers and reports including for the UN Global Compact Board as well as the Secretary-General’s Report to the General Assembly under the item “Towards Global Partnerships” and to other policy-making organs, as appropriate. • Ensures that the outputs produced by the Section maintain high-quality standards; that reports and briefing material for the Assistant Secretary-General and Executive Director are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Prepares inputs for the work programme of the UN Global Compact, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Global Compact Office including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for the Office, identifies recruitment needs and priorities, develops and implements recruitment strategies and ensures timely filling of posts in accordance with established policies and procedures, taking due account geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision. Promotes staff development and provides performance management advice to staff and management. Actively supports a diverse and inclusive workplace culture. • Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries including the Global Compact Regional Hubs and Local Networks across the globe. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. • Perform other duties, as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business or public administration, management, economics, political science, international relations, law or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of ten years of progressively responsible experience in administration, human resources management, or in corporate sustainability initiatives related to the UN Global Compact (human rights, labour, environment, anti-corruption), is required. • Experience in the private sector and international organizations such as the United Nations (or similar international organization) is required. • Experience in developing partnerships between the private sector and the United Nations or similar international organization is desirable. • Experience in office management and administration (including Human Resources, travel management, office operations, etc.) in the United Nations or similarly international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
