Telework: Four days per pay period (two days per week)
Remote: The position is not remote eligible.

Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years; may be considered for further extension for a maximum of nine years.
Salary: (USD) $107,657.00 – $158,097.00 per year

Description of Organization: IPI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact. LFT facilitates consistent engagement and deeper partnerships between USAID and strategic partners who together advance the Agency’s objective of self-reliance. The functions of the Bureau and hubs are described in ADS 101, Agency Programs and Functions.

Duties and Responsibilities: The incumbent will serve as the Program Analyst supporting program, communications, and knowledge management functions for the Cooperative Development Program (CDP) within the Cooperative Development Initiative. The incumbent will serve as the Agreement Officer's Representative for CDP awards.

As the Program Analyst, you will:

  • Work in partnership with the U.S.-based organizations, USAID Missions, and other USAID Operating Units with an emphasis on program management, knowledge transfer, and skill building;
  • Create and disseminate internal and external communication materials and promotes events in coordination with communications staff; and
  • Interpret policy, laws, regulations, and complex program requirements, identifying problem areas, and disseminating guidance.

Qualifications: To qualify for the position of Program Analyst FL-0343-03, you must possess the required specialized experience specific to the series and grade you are applying to.

Specialized Experience: For the FL-03, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as:

  • Supporting the Agreement Officer’s Representative (AOR) for development assistance awards;
  • Providing programmatic support to internal and external stakeholders to adopt and implement cooperative development activities; and
  • Supporting teams that manage the programmatic and development activities for an agency or organization.

Conditions of Employment:

  • Must be a U.S. citizen. Citizenship must be stated in the submission package; otherwise, the application will not be considered.
  • Must be eligible to obtain and maintain a Secret-level security clearance.
