Job description

The Ministry of Health has expressed the need for technical support in its health financing for Universal Health Coverage (UHC) reform processes, especially in the scaling up of its “State Health Insurance Fund”, introduction of new health financing mechanisms and innovative management solutions. The coordination of national and international partner initiatives and alignment of support are of utmost importance. With tailored expert support and use of relevant social health protection network structures (Providing for Health Network - P4H), the potential exists to foster increased domestic investment in health, increase social health protection coverage of the population while also supporting the growth of a sustainable and resilient health system. The P4H Country Focal Person (CFP) will work in close alignment and in complementarity to the GIZ bi-lateral programme’s health portfolio. Beyond the country specific engagement (which will take the majority work weight) the CFP may also engage in Global Fund financing aspects concerning similar central Asian countries – like Kirgizstan and Tadzhikistan in the context of the larger BACKUP programme.

Your tasks

  • Connect with and involve relevant national and international partners in the area of health financing for UHC; generate understanding on the policy environment for UHC (political economy assessment); assess the needs of the country/sector (needs assessment); identify relevant national and international partners and relevant resource individuals working on health financing and social health protection for UHC at country level (stakeholder landscaping)
  • Gather and circulate information amongst relevant stakeholders and promote innovation for better coordination, collaboration and learning in the area of health financing and social health protection for UHC; engage and help facilitate coordination of all relevant stakeholders/partners – national and international to enable a joint health financing dialogue; provide capacity development for relevant stakeholders
  • Provide technical assistance in the area of health financing and social health protection for UHC; support the country's health financing reform and strategy process; advise on sustainability, costing, benefit package, regulatory aspects, Insurance Management Information System, domestic resource mobilization etc.
  • Support the implementation/roll-out of the State Health Insurance Fund
  • Communicate and work closely with other GIZ colleagues/programmes in the country, region and globally; as part of a global programme team; Collaboration with the BACKUP Health – Global Programme Health Systems Strengthening at GIZ headquarter will be essential
  • As part of the Health Financing Component regular exchanges will be required for progress monitoring purposes, joint activity planning and strategic technical exchanges
  • Coordinate and closely work with the health care financing component of the bilateral GIZ health programme in Uzbekistan
  • Identify synergies with the BACKUP programme in the sub-region
  • Actively engage in the P4H Network as a Coordination and Technical Exchange Team member; contribute to information exchange and technical dialogue within the network
  • Support knowledge and innovation generation and contribute to Monitoring and Evaluation

Your profile

  • International postgraduate education at Master’s or equivalent level in relevant areas such as health financing, health economics, social protection or public health, PhD in health economics or public health is an asset
  • Long-standing working experience in the areas of health financing, public financial management, social protection and/or health systems strengthening, preferably in the region of deployment
  • Several years experience in capacity and organizational development in the field of health finance and social protection
  • Several years experience in navigating multi-stakeholder arrangements and interests in support of common objectives ideally in a partner coordinating function
  • Several years working experience in and with international development organizations
  • Long-standing experience working in technical advisory roles to public authorities, ideally in the Central Asian region
  • Business fluent in English and Russian

This position is suited to a full or a part-time position.

The willingness for frequent business trips is required.
