FHI 360 is currently recruiting for the position of Gender and Gender-based Violence (GBV) Technical Advisor for an anticipated five-year USAID project, "Building the Enabling Environment for Resilient Communities and Sustainable Livelihoods in the Mbomou-Uele Region," with a budget of between $10-$24.99 million. The anticipated objective of this activity is to: (1) increase resilience of the local communities in MbomouUele region, (2) improve living conditions among the transhumant and sedentary population and

(3) secure conservation and management of ecosystems.

Job Summary:

In the Mbomou-Uélé region, the most prevalent forms of GBV experienced are physical, psychological, and sexual violence – including conflict related sexual violence, early and forced marriage, bride price, and female genital mutilation/cutting. The Gender/GBV Technical Advisor will be responsible for implementing and integrating a multi-faceted approach to address gender-based violence (GBV), which is believed to have the greatest impact. S/he will work closely with the program teams in both CAR and DRC to lead GESI analyses from which to develop a project-level GESI plan; develop materials and lead trainings to raise awareness about GBV, as well as GBV prevention and services.

The Gender/GBV Technical Advisor may be based in Kinshasa, DRC, and report to the Chief of Party or may be based in Bangui, CAR, and report to the DCOP. Up to 30% travel to field sites in both DRC and CAR is anticipated.

Essential Job Functions: Duties and Responsibilities:

  • Oversees the integration of Gender/GBV sensitivity and prevention measures into activities
  • Lead and/or participate in a Gender Equality and Social Inclusion (GESI) Analysis
  • Develop an overall GESI Action Plan for the project
  • Serve as the primary technical contributor for gender /GBV-related research
  • Lead the development and/or adaptation of programming tools around GBV prevention and GBV response/services for target communities
  • Develop trainings materials and lead trainings for a variety of stakeholders to raise awareness about the effects of GBV
  • Develop community engagement activities based on context specific and globally available tools
  • Ensure robust referral systems between health care facilities and community-based and international resources
  • Work closely with other project-based Technical Specialists
  • Ensure high-quality reports on activities, indicators, and achievements
  • Serve as the project Safeguarding Focal Point

Minimum Requirements:

  • At least 8 years’ experience working in international development settings with local or international organizations
  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • At least 5 years’ experience working on gender and/or gender-based violence issues in conflict or post-conflict settings
  • Experience leading teams on GBV prevention, response and/or risk mitigation strategies
  • Experience working in the DRC and or CAR
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Comfortable attending and facilitating meetings and representing GBV issues
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Fluent French language required
  • Knowledge of local languages in the Mbomou-Uélé region (i.e., Lingala, Zande, and/or others)
  • Knowledge of English is desirable
