Job Description

ORGANIZATIONAL SETTING

The ICAO Programme for Aviation Volunteers (IPAV) provides a framework for the deployment of aviation professionals, working as volunteers, to respond to emergencies affecting the aviation system in a State, to develop capabilities in the implementation of ICAO SARPs, and to foster self-reliance and growth. Volunteerism is universal and has been used as a powerful tool to make significant contributions to economic and social development. As with other volunteer programmes, volunteerism in the aviation sector seeks to accomplish the goal of bringing benefits to both the client States and the volunteers. The client States will benefit from the wealth of experience of the volunteer. The volunteer on the other hand will have the opportunity to maintain and possibly update his/her skills and make valuable contributions to the development of civil aviation. Activities under this programme are intended to complement other initiatives that address the challenges faced by some States in meeting their obligations under the Chicago Convention.

The ICAO Programme for Aviation Volunteers, is part of a larger ICAO strategy for assisting States in addressing shortcomings identified during audits, in order to achieve high levels of effective implementation of ICAO SARPs.

Under the direction of the Director, Technical Cooperation Bureau/ICAO, the Field Operation Section is the responsible for the strategic planning, development, execution, evaluation of Projects in TCB. The Section assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resources mobilization with multilateral and bilateral development partners and industry and develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the polices pf ICAO.

QUALIFICATION REQUIREMENTS

  1. First level university degree from an accredited institution in an aviation engineering discipline, civil engineering surveying or equivalent qualifications and experience in aerodrome regulatory activity at a senior level in a civil aviation administration.
  2. A minimum of ten years of experience in a civil aviation sub-discipline, preferably in airport planning/design, construction, or maintenance.
  3. Experience in aerodrome operation, flight operation or air traffic control will also be acceptable provided adequate training in the essential elements of aerodrome engineering relevant to aerodrome inspection has been undertaken.
  4. A minimum of five years experience as an Aerodrome Inspector or Aviation Auditor (Aerodromes) in a civil aviation administration with hands on experience in the development of aerodrome rules and regulations, guidance material for aerodrome certification and surveillance.
  5. Detailed knowledge and understanding of established principles, practices and procedures relevant to aerodrome safety regulation function, including ICAO aerodrome standards and recommended practices, as well as associated guidance material relating to the regulation of aerodromes.
  6. Sound understanding of the requirements to support a regulatory framework for aerodrome safety oversight.
  7. Knowledge of Annex 14 ICAO Standards and Recommended Practices (SARPs), guidance documents relevant to aerodrome standards, Safety Management Systems (SMS) and State Safety Programme (SSP).
  8. Sound knowledge and proven experience in development/implementation of SMS including preparation of SMS manuals for airport operators. Capable to apply the ICAO SMS concepts to all aspects of airport operation by including all parties involved in airport operation and not only the airport operator.
  9. Experience in the instruction of SMS courses in general and specifically for airport operators, preferably as ICAO instructor, and knowledge of instructional techniques, is highly desirable.
  10. A good command of oral and written English, French or Spanish is essential.

DUTIES

1. Prepare / manage / administer a suitable programme of technical assistance for the state regarding airport certification and SMS and SSP implementation with particular attention to reviewing:

a) Relevant aspects of civil aviation legislation such as acts, regulations, orders, other instruments containing mandatory requirements and supplementary material;

b) development of national aerodrome standards, systems and requirements for various categories or classes of aerodromes;

c) regulatory procedures for aerodrome certification including inspector handbooks;

d) regulatory procedures and programmes for continuing aerodrome operator surveillance and compliance and enforcement actions;

e) staffing arrangements including resource availability, qualifications, training and experience.

2. Design and conduct a comprehensive and methodologically sound assessment of the existing aerodrome certification and SMS related deficiencies in the state, oversight capabilities, policies and mode of operation of the civil aviation authority in accordance with applicable standards and finalize the on-site technical assistance to be provided for the development of aerodrome certification processes and SMS implementation for the state.

3. Assist the state civil aviation authority in preparing for the safety oversight audit and in enhancing the compliance with ICAO SARPs and regional procedures in the area of aerodrome certification and SMS implementation.

4. Conduct reviews of and report on aerodrome certification activity undertaken and provide technical assistance/advise where necessary.

5. Conduct on-the-job training activities for qualified state CAA personnel and aerodrome service providers to ensure capacity building in the relevant ICAO provisions in the field of aerodrome certification and SMS.

6. Draft a comprehensive regulation on aerodrome certification based on the ICAO sample regulation in regards to the provision of aerodrome services for international air navigation.

7. Perform other related duties as may be required.

SALARY
