Purpose of consultancy  

The purpose of the consultancy is to provide data analytics support to record and assess progress towards previously agreed targets of the WHO Viet Nam Country Office Results Framework. The consultancy will also include skills and capacity building to WHO Viet Nam staff in monitoring, evaluation and measuring impact for priority projects between WHO and Ministry of Health (MoH), aligned to the Results Framework and joint Project Document.

Background

WHO and the MoH in Viet Nam have been collaborating for decades, working to improve public health outcomes and strengthen the country’s health system. Operationally, the collaboration is conducted through a jointly agreed Project Document (PD) which details the strategic priorities of the collaboration and outlines the activities to be carried out over the time frame from 2024 to 2027.

A key change in the new PD is the strong emphasis on delivering measurable impact at country level, in direct alignment with the global WHO strategic shift towards deepening accountability of both WHO and Member States for delivering results and impact. This was emphasized in WHO’s new Fourteenth General Programme of Work 2025-2028 (GPW14) and the Western Pacific Regional Vision.

To enable PD implementation monitoring and evaluation, the country office has developed a Results Framework, with the purpose of ensuring a rigorous, continuous, data-informed approach to monitor joint activities, and to link these to defined, measurable outcomes and impact. The Results Framework is designed to track current status against the agreed indicators and targets, work towards set milestones during the PD period, and have a clear articulation of the outcomes and impact expected across the PD strategic priorities and for health and well-being overall. The Results Framework will also directly align with the GPW14 results framework and the health-related Sustainable Development Goals (SDGs).

This consultancy will contribute to the refinement of data products and analytics, based on the country office Results Framework, that profile quantitative and qualitative progress towards the jointly agreed priorities and targets, and development of data analytics products supporting select technical priorities.

Deliverables

Under the direct supervision of the Delivery For Impact/Planning Team Programe Manager, under the overall guidance of the WHO Deputy Representative, the consultant will produce the following outputs:

Output 1: Develop and refine a user-friendly, practical Data Reporting Tool for the Results Framework, in close collaboration with WHO colleagues based on initial template and shared experience of the Results Framework and supportive tool development to date

Deliverable 1.1: Qualitative review and analysis of the existing baseline reports of Results Framework and other results reporting and draft Results Report reporting tool 
Deliverable 1.2: Technical specifications and schematic overview of data collection and reporting process flow for results reporting for review and refinement with DFI/P and technical teams
Deliverable 1.3: Data collection tool which is practical and user-friendly (e.g. including relevant selective drop-down menus and “if/and” logic) using VBA in Excel, PowerApps or similar 
Deliverable 1.4: Relevant readme file and useful templates and/or guides to enable ease use, maintenance and light-revision of tool
Deliverable 1.5: Tool Introduction and Skills building plan and sessions organized for WHO staff (to be spread across the duration of the contract period)

Output 2: Provide analytical support for bi-annual reporting cycles for the Results Framework for the WHO-MoH PD
   
Deliverable 2.1: Review data inputs by technical staff for quality check and validation as needed for 2026 year-end reporting
Deliverable 2.2: Develop overall progress visualization and detailed summary on priority area impact stories (6 maximum) for year-end reporting
Deliverable 2.3: A slide presentation summarizing the baseline report data and measurements
Deliverable 2.4: Draft year-end 2026 report for the WHO Country Office Results Framework
Deliverable 2.5: Support preparations and analytics material for at least 1 collaborative review meeting with WHO staff and key MoH counterparts on progress and lessons-learned from implementation of the PD and Results Framework

Output 3: Support, data analytics and simple visualizations to enable technical project advancement and impact reports, aligned to 2026 workplans between WHO and MoH.

Deliverable 3.1: Review and data collection support to ≥5 technical project facing data collection and/or reporting gaps to maintain timely delivery and adaption to emerging needs for analytics
Deliverable 3.2: Capacity building to relevant technical officers with recommendations to enable high quality disaggregated data collection and reporting analytics, linked to PD Theory of Change / Results Framework, to help institutionalize mainstreaming of gender equality, disability and social inclusion considerations in data collection and analytics.
Deliverable 3.3: Data analytics including basic data visualization for donor narrative reports, incorporating text, categorical progress and quantitative visualization of progress which may be adapted by technical teams
Deliverable 3.4: Support to ≥5 technical project and /or impact reports (minimum of one per strategic priority aligned to WHO-MOH PD)

Output 4: Provide analytical support for 2027 mid-year reporting cycles for the Results Framework for the WHO-MoH PD MoH.

Deliverable 4.1: Coordinate with technical teams to report on mid-year 2027 achievements.
Deliverable 4.2: Review data inputs by technical staff for quality check and validation as needed for 2027 mid year reporting
Deliverable 4.3: Develop overall progress visualization and detailed summary on priority area impact stories (6 maximum) for mid- year reporting
Deliverable 4.4: A slide presentation summarizing the baseline report data and measurements

Method(s) to carry out the activity
The consultant will be based primarily onsite at WHO Country Office, and may have intermittent engagements with MoH counterparts in completion of the below required deliverables.

Qualifications, experience, skills and languages

Educational Qualifications:  

Essential: Advanced university degree (master’s) in information management, public health, epidemiology, economics, data science, or related field.

Desirable: Certified training in results-based management and/ or project management. Additional training or certification in the above and/or related areas.

Experience:

Essential: At least 5 years of experience relevant to the position including proven experience preparing epidemiological updates, analytical briefs, dashboards, public health profiles, results frameworks/tools or health information products for public health programme monitoring and evaluation.

Desirable: Experience with WHO or other international agencies in data analytics and/or results      framework development, monitoring, and evaluation. Some of the above listed experience to have been obtained in an international context.

Skills/Knowledge:

• Strong knowledge of epidemiological disease surveillance, health information management, and national standards of medical care, including technical fields related to epidemiology, public health, and health information systems.
• Experience in the identification, capture and consolidation of public health metrics across different technical areas to feed into a results framework and/or monitoring and evaluation strategies.
• Ability to clean, validate, triangulate, analyze, interpret, and communicate surveillance and public health data using standardized indicators, metadata, and data quality checks, including through using genAI tools.
• Good drafting, synthesis, and visualization skills, with the ability to convert health information into concise messages for technical audiences while maintaining confidentiality and responsible data use.
• Basic working knowledge of Excel, R or similar analytical tools, Microsoft Power BI, and GIS software such as QGIS or ArcGIS.
• Proficiency and experience applying genAI tools for knowledge management and data analytics
• Good organizational, oral and written communication skills including the development of reports and presentations.

Languages and level required (Basic/Intermediate/Expert):

• Expert knowledge of English (Read - Write - Speak)
• Good knowledge of Vietnamese (Read-Write-Speak)

Location

This is an onsite consultancy. The selected consultant will be based at the WHO Country Office in Hanoi, Viet Nam for the duration of the contract.

Travel

The consultant is expected to travel to provinces/communes depending on operational needs, including monitoring visits, data collection verification, and field-based health information activities.

Remuneration and budget (travel costs are excluded):

Remuneration: USD1,750 monthly (VNM2)
Expected duration of contract: 10 months
