Consultancy for Survey Implementer to Collect Experimental Quantitative Survey in Kenya (under the
Multifunctional Landscape Science Program)

Background

This research study is intended to investigate how breadwinner strain—the mental and emotional pressure of being the main household provider—affects economic behavior and participation in communal seed banks. As such the implementer will conduct a lab-in-the-field experiment to test whether making breadwinner strain more salient reduces willingness to contribute to seed banks, and whether this strain leads individuals to favor low-effort, low-return tasks that offer immediate, stable income over higher-effort, higher-risk opportunities. It involves collecting quantitative and qualitative data to answer the following questions:

1. Does priming the breadwinner strain reduce individual willingness to contribute to communal seedbanks?
2. Does the breadwinner strain lead to more conservative choices in terms of low-effort, low-return tasks?
3. Are the effects of the breadwinner strain differentiated by gender?
4. Are the effects of the breadwinner strain on economic behavior more pronounced among individuals screened at risk of poor mental health?

Statement of Work

The selected firm will implement a lab-in-the-field behavioral experiment with approximately 400 farming individuals in Vihiga County, Kenya. This will involve face-to-face, computer-assisted interviews incorporating experimental treatments, with each session lasting 90–120 minutes with about 400 individuals. All data should be collected by July 30, 2025. IFPRI will be solely responsible for the design on the quantitative survey instrument and selection of exact study locations. The work will be implemented in synergy with the Multifunctional Landscape Science Program country coordination team.

At the conclusion of the survey, the implementer will also support the organization and facilitation of a qualitative data collection component through focus group discussions (FGDs) as part of the debriefing process. These FGDs are designed to both enhance data collection and ensure ethical engagement with participants.

The activities of the survey implementer are detailed as follows:

1. Translate the survey instrument, interview guide, and FGD protocols into local languages (as needed).
2. Obtain ethics clearance, research permits, and/or other local approvals, including approval for conducting FGDs as part of the debriefing.
3. Obtain enough tablets for CAPI data collection (IFPRI might make some available for use, depending on the compatibility with the CAPI software chosen)
4. Develop, test, and finalize the CAPI data entry program that will be used to conduct the experimental survey interviews in the field.
5. With assistance from the IFPRI team, prepare the field implementation manual prior to enumerator training. This manual will also include instructions for implementing FGDs and addressing participant well-being during the debriefing phase.
6. Organize the selection, hiring, and payment of enumerators and FGD facilitators. This will include hiring both male and female staff with relevant language and facilitation skills to ensure respondents are matched by sex and feel comfortable during discussions.
7. Facilitate and ensure the smooth operation of the enumerator training and survey pretest in collaboration with IFPRI staff. It is expected that training will last 3 days, followed by a 2-day pretest and debrief. A separate training module for FGD facilitation will be included.
8. Develop a field schedule for the quantitative data collection teams and provide regular status updates during fieldwork.
9. Develop spot- and back-check protocols and share these with IFPRI for feedback prior to the start of data collection.
10. Participate in weekly meetings with IFPRI throughout data collection.
11. Share the data generated from the spot and back-checks and additional data collection concerns with IFPRI in a timely manner so that issues can be promptly resolved.
12. Share the data generated from CAPI (in Stata format) with IFPRI during data collection, as and when the data is uploaded to the servers. These should be raw data files, including variable and value labels, but before full cleaning.
13. Conduct data cleaning to ensure consistency and range-checks; share the error check do-files with IFPRI.
14. Provide responses to queries from IFPRI related to data cleaning and any anomalies in experimental data.
15. Deliver cleaned data sets (in Stata format). The dataset should include translation of any open-ended survey responses.
16. Organize and facilitate focus group discussions (FGDs) following the conclusion of the experimental survey. This includes recruiting a gender-balanced sample of FGD participants, obtaining informed consent, and ensuring a private and safe discussion setting.
17. Record and transcribe FGD discussions and translate them into English as needed.
18. Deliver anonymized FGD transcripts.
19. Provide a final report covering both the experimental fieldwork and the qualitative debriefing component, including any data management issues encountered.

Required Qualifications

• Demonstrated experience conducting quantitative and qualitative survey fieldwork in Kenya within the past 5 years. Experience in implementation of field and lab-in-the-field experiments is preferred.
• Demonstrated experience conducting survey-related training.
• Expert knowledge of local context and languages in the target areas.
• Experience in building trust and good relations with village leaders, interviewees, and communities.
• Strong program management skills.
• Demonstrated experience in successfully coordinating large field teams and managing deliverables.
• Excellent computer skills and experience using CAPI and statistical software packages.
• Demonstrated experience with obtaining appropriate local ethics review and permits
