Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International operates in Syria since 2013 with a very diversified programs portfolio in Hassake & Raqqa (NES), Aleppo and Idlieb (NWS) governorates. To achieve its humanitarian objectives the mission employs 350 staffs and developed meaningful partnerships with international and local NGOs.

In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.

In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.

SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors.

Since regime's change, SI is redefining it operational model as well as well as its geographical scope and programmatic priorities. The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. Assessments are being carried out in new areas including rural Damascus, South, Aleppo and Hama and new partnerships are being envisioned. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment. And this on-going transformation will be at the core of the new CD responsibilities.

About the job

General objective:

The NES Logistics Manager oversees and coordinates all logistics and supply chain operations for Solidarités International’s North-East Syria bases, ensuring timely, efficient, and compliant support to programs in Raqqa and Hassakeh. Reporting to the NES Field Coordinator and technically to the Logistics Coordinator, he/she manages procurement, transport, warehousing, assets, fleet, facilities, and logistics teams. The role ensures compliance with SI procedures and donor requirements, supports operational planning and resource forecasting, and serves as the key logistics focal point for NES operations, facilitating coordination, risk mitigation, and continuity of activities across all bases.

Security constraints:

The position is based in NES (Raqqa) and roving between RAQ and HSK. Logistics Manager should follow security rules in all the bases.

Main Tasks:

  • Logistics & Procurement Management: Lead and coordinate all procurement and supply chain activities across NES bases, ensuring timely delivery of goods and services. Oversee supplier management, tendering processes, contract administration, framework agreements, and procurement planning while ensuring full compliance with Solidarités International and donor regulations. Monitor logistics budgets and contribute to operational planning and forecasting.
  • Fleet, Asset & IT Management: Manage vehicle fleet operations, including maintenance, fuel consumption monitoring, movement planning, documentation, and driver supervision. Ensure the proper management, maintenance, tracking, and security of assets, telecommunications systems, and IT equipment, including data protection and user support.
  • Warehouse & Inventory Management: Oversee warehouse and storage operations, ensuring appropriate storage conditions, stock accuracy, inventory controls, regular physical counts, and compliance with stock management procedures. Ensure proper documentation and accountability for all supplies and assets.
  • Team Leadership & Capacity Building: Supervise and support logistics staff across NES bases, including workload management, recruitment, training, coaching, and performance evaluations. Promote adherence to procedures and strengthen the technical capacity of logistics teams.
  • Coordination & Operational Support: Act as the primary logistics focal point for NES operations, coordinating closely with program, finance, HR, and coordination teams to ensure logistics support aligns with operational priorities and program needs.
  • Security, Reporting & Compliance: Implement logistics-related security measures, ensure compliance with organizational policies and donor requirements, maintain accurate reporting and archiving systems, monitor key logistics indicators, and provide timely logistics information to support decision-making and donor reporting.

Your profil

DIPLOMAS AND EXPERIENCE

Bachelor's or Master degree in LOG or supply chain or any other related Field (Business admin and related) - trainings or professional certification in log domain is a plus

Experience in the humanitarian sector : 3-4 Years

Experience on a similar position : 1-3 Years

SKILLS

TECHNICAL SKILLS

  • Minimum 3 years of experience in humanitarian supply chain management, including procurement, fleet, stock, IT, and asset management, with strong skills in reporting, compliance, and team supervision.
  • Proven experience in fleet management, including maintenance, fuel tracking, movement planning, and documentation.
  • Solid knowledge of warehouse and stock control, including storage management and donation tracking.
  • Strong experience in asset management and compliance with communication and technical equipment standards.
  • Familiar with procurement processes, BOQs, donor compliance requirements, and logistics reporting.
  • Experience in team supervision and capacity building.
  • Knowledge of customs clearance procedures (import/export).
  • Experience using LINK system/software is an asset.
  • Basic knowledge of IT support, data backup systems, and software licensing is an advantage.

A salaried position:

SI will offer a monthly gross salary of 2070 USD.
