Job Description

The Shelter & WASH Officer is responsible for supporting the day-to-day implementation of Shelter and WASH programmes in South Lebanon through conducting technical assessments, eligibility and vulnerability assessments, technical follow-up and monitoring, managing field teams, coordinating with contractors and other NRC programmes, overseeing distributions and data collection activities, and ensuring timely reporting and quality implementation of Shelter and WASH interventions.

Generic Responsibilities

  1. Facilitate and monitor the Emergency, shelter and WASH activities and ensure compliance with plans and NRC standards.

  2. Implement delegated Emergency Response project portfolio according to plan of action.

  3. Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment

  4. Prepare and develop status and periodic progress reports, as required by management, and contribute to the preparation of other related reporting and documentation.

  5. Engage communities and community leaders through effective community engagement approaches to ensure they are informed about project activities and actively involved throughout implementation.

  6. Ensure proper filing of documents

  7. Mobilize communities and community leaders for project modalities, including community and infrastructure projects, building and construction activities, maintenance of structures

  8. Ensure that NRC activities are implemented within NRC’s protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper follow up

  9. Ensure that all protection-related cases are referred to the concerned referral focal point and to the Protection Coordinator.

  10. Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures 

Specific responsibilities:

  • Administer payment requests for owners, contractors, partners, suppliers, construction workers, etc.

  • Lead inclusive assessments of minor and major housing rehabilitation and upgrades, school rehabilitation, infrastructure activities, CSPs, cash for rent, etc. in line with NRC criteria, in order to support assessments and all related Shelter & WASH activities

  • Supervise and support the implementation of Emergency Response activities through the development of weekly work plans and follow-up on targets and deliverables.

  •  Ensure the effective implementation of emergency interventions related to collective shelter services, support displaced families in scattered shelters, rehabilitation and support to WASH systems, and distribution activities.

  •  Organize and monitor emergency field activities to ensure timely and quality implementation, including conducting regular field visits to hard-to-reach areas and Palestinian camps as required.

  • Ensure that the distribution sites are organized according to standard operating procedures and security rules.

  • Design and undertake tailored solutions for the different intervention areas (rehab/upgrade of residential units, schools, implementation of communal projects, rehab and upgrade of water and wastewater systems), taking into account the national WASH strategy standards, SPHERE standards, and people with specific needs. 

  • Produce accurate drawings, reports, measurements (BoQs) and/or photographs in support of technical assessments.

  • Prepare and submit weekly and monthly reports to the line manager on progress, activities, and key achievements, challenges,...etc.

  • Supervise the contractor’s works.

  • Support, manage and provide capacity building for Shelter & WASH Assistants with daily tasks and activities.

  • Explain the NRC assessment and selection process to those who do not meet project criteria

  • Organize and lead on conducting technical surveys, questionnaires or assessments as required.

  • Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize benefit to beneficiaries.

  • Participate in the design of tools to be used by the Shelter & WASH team.

  • Review files to ensure potential beneficiaries meet selection criteria and check for duplication.

  • Prepare shelter cooperation agreements and lease agreements held between NRC and selected landlord. Organize and facilitate the agreements explanation sessions in coordination with the shelter & WASH teaM, ICLA teams. 

  • Generate comprehensive and analytical monthly situation reports compiling SWA reports and own work highlighting trends, needs, challenges and ways forward. 

  • Participate in key-informant interviews (KIIs) and focus group discussions (FGDs).

  • Collaborate with other NRC Core Competencies and external service providers to ensure that all partners and beneficiaries are aware of the existing referral system and any complaint mechanisms;

  • Report all protection related concerns following internal and external referral pathways 

  • Report code of conduct breaches especially those that affect vulnerable populations.

  • Perform any other relevant technical & Emergency Response duties as requested by the Line Manager.

Generic professional competencies

 

  • Bachelor’s degree in civil engineering, Architecture engineering, or any related field

  • Minimum 2 years of experience working on Projects in a humanitarian/recovery context

  • Proficiency in MS Office (Word and Excel)

  • Fluency in English and Arabic, both spoken and written

Context related skills, knowledge and experience

  • Experience working in emergency, Shelter Rehabilitation and water and sanitation projects in a humanitarian/recovery context

  • Knowledge of the context of Refugees informal settlements and/or urban settlements
