    Introduction

    UNDP is seeking for qualified candidates to apply as International Consultant (Team Lead) – for the Evaluation of Nigeria UNSDCF 2023–2027


    Description of the Assignment:

    1. BACKGROUND

    The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 is the primary instrument guiding the United Nations system’s development support to Nigeria. It is aligned with the Nigeria Development Plan (2021–2025), the 2030 Agenda for Sustainable Development, and the African Union Agenda 2063.

    In its fourth year of implementation, the United Nations Country Team (UNCT), in partnership with the Government of Nigeria, is undertaking the evaluation of the UNSDCF. The evaluation aims to assess results, effectiveness, and the strategic positioning of the framework in delivering development results.

    2. OBJECTIVE OF THE ASSIGNMENT

    The overall objective of the assignment is to conduct an independent evaluation of the UNSDCF 2023–2027 to:

    · Assess the UN system’s contribution to national development results

    · Identify enabling factors and constraints affecting implementation

    · Provide actionable recommendations to inform the design of the next UNSDCF

    The evaluation will apply OECD-DAC criteria:

    · Relevance

    · Coherence

    · Effectiveness

    · Efficiency

    · Sustainability

    It will also integrate cross-cutting principles including gender equality, human rights, and Leaving No One Behind (LNOB).

    3. SCOPE OF WORK

    The evaluation will cover:

    · Timeframe: January 2023 to March 2026

    · Thematic scope: All four UNSDCF pillars (People, Prosperity, Planet, Peace)

    · Geographical scope: National level and selected states

    · Stakeholders: UN agencies, government institutions, civil society, private sector, beneficiaries

    The evaluation will be conducted at the strategic level and will not assess individual agency programmes.

    4. DUTIES AND RESPONSIBILITIES

    Under the supervision of the Evaluation Manager, the consultant will:

    · Lead the overall evaluation process and provide technical leadership

    · Conduct a comprehensive desk review of relevant documents

    · Develop an inception report including methodology, evaluation matrix, and workplan

    · Coordinate and conduct field data collection (KIIs, FGDs, consultations)

    · Perform qualitative and quantitative data analysis

    · Present preliminary findings to stakeholders

    · Prepare draft and final evaluation reports incorporating feedback

    5. DELIVERABLES AND OUTPUTS

    Deliverables

    Description

    Inception Report

    Detailed methodology, evaluation matrix, and workplan

    Data Collection & Analysis Report

    Summary of fieldwork findings and analysis

    Draft Evaluation Report

    Full draft report for stakeholder review

    Final Evaluation Report

    Final report incorporating comments

    All deliverables must meet UNEG Norms and Standards.

    6. INSTITUTIONAL ARRANGEMENT

    • The consultant will report to the Evaluation Manager
    • Oversight will be provided by an Evaluation Steering Committee
    • The consultant must be independent and must not have been involved in the design or implementation of the UNSDCF

    7. DURATION OF THE WORK

    The assignment will be conducted over 53 working days within the agreed timeframe.

    8. DUTY STATION

    Home-based with travel to Nigeria as required.

    9. REQUIRED QUALIFICATIONS

    Education

    • Advanced university degree (Master’s or PhD) in development studies, economics, public policy, evaluation, or related field

    Experience

    • Minimum 10 years of experience in conducting evaluations in international development
    • Demonstrated experience leading complex, multi-stakeholder evaluations
    • Strong expertise in results-based management (RBM)
    • Experience working with the United Nations system is an asset
    • Experience integrating gender equality, human rights, and inclusion

    Competencies

    • Strong analytical and report-writing skills
    • Excellent stakeholder engagement and communication skills
    • Ability to work in multicultural environments

    Language

    • Fluency in spoken and written English

    10. ETHICAL CONSIDERATIONS

    The evaluation must adhere to:

    • UNEG Norms and Standards
    • UNEG Ethical Guidelines
    • Confidentiality, informed consent, and data protection standards
    • Gender-responsive and human rights-based approaches

    Period of assignment/services (if applicable): 53 working Days
