Job Description

Background:

In September and October 2026, the OSCE Mission in Kosovo (OSCE), through the Department for Security and Public Safety (DSPS)/Community safety Development Section (CSDS) will implement a phased Evidence-Based Policing (EBP) training programme in support of the Kosovo Police (KP). The activity aims to strengthen strategic leadership, operational effectiveness, and institutional capacity for data-informed decision-making, in line with the KP Integrated Intelligence-Led and Community Policing Strategy and Action Plan and the forthcoming Strategic Framework 2026–2030. The programme will comprise an integrated set of trainings delivered under a single methodological framework by an international EBP expert. It will include two one-day strategic-level trainings for senior KP leadership, two two-day operational trainings for KP middle management, and a three-day Training of Trainers (ToT) course for selected KP officers.

The training will embed critical thinking, structured analytical approaches, and the practical application of EBP tools and models, including ATLAS, SMS, and EMMIE, with a specific focus on integrating domestic violence/GBV and road safety data into planning, operations, and evaluation. Scenario-based exercises and hands-on use of the Crime Reduction Toolkit will enable participants to design, analyse, and assess local policing interventions. The ToT component will build sustainable internal capacity by preparing selected KP officers to deliver EBP training to their peers and support the integration of EBP into internal and cadet training curricula. This combined approach ensures strategic-level buy-in, operational capability, and coherent institutionalisation of EBP across the KP, strengthening intelligence-led and community-oriented policing, enhancing accountability and transparency, and contributing to improved policing outcomes and public trust. The Mission will engage an international expert to conduct the training and will cover all associated costs, including the venue, refreshments, and training materials.

The added value of engaging an international EBP expert lies in the expert’s specialised knowledge and practical experience in applying evidence-based approaches within policing organisations. Through this assignment, the expert will transfer international best practices, support leadership understanding of institutional responsibilities for EBP adoption, and strengthen the KP’s capacity to sustainably embed data-driven policing practices beyond the Mission’s direct involvement.

Objective of Assignment:

This training aims to equip senior leaders, middle managers, and selected trainers from the Kosovo Police with the knowledge and practical skills required to apply EBP principles, tools, and models in strategic planning and operational decision-making. It will also support the institutionalization of EBP through internal training and sustainable in-house capacity.

Duration of Assignment:

The Consultant will be hired for 13 working days.

Tasks and Responsibilities:

  1. To develop the training methodology and materials in consultation with the DSPS/CSDS project activity manager, including pre- and post-training knowledge assessment tools, and to submit the training agenda, presentations, case studies, and tests before the delivery of the training.
  2. To finalise and prepare all training materials for the EBP programme, incorporating feedback from the DSPS/CSDS project activity manager, ensuring coherence across strategic, operational, and Training of Trainers components.
  3. To deliver the EBP training programme, comprising two one-day strategic-level trainings for senior KP leadership,
  4. Two two-day operational trainings for KP middle management,
  5. One three-day Training of Trainers course for selected KP officers, integrating EBP tools and models (ATLAS, SMS, EMMIE), domestic violence/GBV and road safety data, and legal, ethical, and human-rights-compliant considerations.
  6. To prepare and submit a final report to DSPS/CSDS project activity manager, summarising the implementation of the training programme, participant engagement, key observations, identified capacity gaps, and recommendations for further institutionalisation of EBP within the Kosovo Police.


Deliverables:

  • By 17 August 2026, develop and submit the draft training methodology, agendas, presentations, exercises, and pre- and post-training survey questions for senior leadership, middle management (Sub-Activity 2.5.1), and ToT components (Sub-activity 2.5.2) to the DSPS/CSDS project activity manager for review and comments
  • By 24 September 2026, incorporate CSDS comments and submit the final versions of all training agendas, presentations, exercises, and assessment tools to the DSPS/CSDS project activity manager for approval
  • Between September and October 2026, the consultant successfully delivered all planned EBP training sessions in accordance with the approved agenda and methodology
  • Two one-day trainings for KP senior management on EBP on 10 and 11 September 2026
  • Two two-day trainings for KP middle management on EBP 13-14 and 15-16 October 2026
  • One three-day ToT on EBP for KP from19 to 21 October 2026
  • By 31 October 2026, submit a final report to the DSPS/CSDS project activity manager.

Necessary Qualifications:

  • University degree in criminology, criminal justice, policing, public policy, or another relevant field; an advanced degree is an asset;
  • Minimum of five years of proven professional experience in Evidence-Based Policing, intelligence-led policing, or data-driven crime prevention and analysis;
  • Demonstrated experience in designing and delivering specialised training programmes for law enforcement agencies, including senior leadership and middle management;
  • Strong practical knowledge of Evidence-Based Policing frameworks and tools, including ATLAS, SMS, EMMIE, and crime prevention evaluation methodologies;
  • Proven experience in applying and integrating domestic violence/GBV and road safety data into policing strategies and operational planning is a strong asset;
  • Previous experience working in an international or capacity-building context, preferably with police or security institutions;
  • Excellent spoken and written English language skills;
  • Demonstrated ability to work effectively in a multicultural environment, with strong communication skills, cultural sensitivity, and sound professional judgment;
  • Proficiency in digital literacy, including effective use of Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and online research tools.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this
position and in accordance with the OSCE established rates.
