Job Purpose:

The objective of this consultancy is to develop and institutionalize the standard competencies and guidelines for Reproductive Health Reserve Force (RH TCK) into the National Guidelines for Health Emergency Response (Pedoman Nasional Penanggulangan Krisis Kesehatan) to ensure rapid, competent deployment of RH TCK during health crises and disasters.

The consultant will define the standard competencies requirements for the National RH reserved personnel (RH TCK) ensuring they are registered in the National TCK database and meet the following mandatory benchmarks:

  • Technical Competency: Minimum generic requirement, Completion of simulation-based training on the Minimum Initial Service Package (MISP) for RH.
  • Certification: Valid certification from the MISP Online Training via Plataran Sehat / MOOC MOH.
  • Protection Standards: Demonstrated basic knowledge of Protection from Sexual Exploitation and Abuse (PSEA) to ensure the safety of vulnerable populations

Scope of Work: 

Objectives: 

  1. To strengthen SRH response capacity within the National Emergency Medical Team in emergency and disaster events by integration of the RH reserved personnel (RH TCK) standard competencies and guidelines for the recruitment, mobilization, and post-deployment lifecycle into the National Guidelines for Health Emergency Response (Pedoman Nasional Penanggulangan Krisis Kesehatan) 
  2. To clearly define the position of the RH TCK Personnel as an integrated component of the National Emergency Medical Team (EMT) structure and coordination mechanism.

Outputs: 

  1. Standard competencies and complete guidelines for National RH reserved personnel (RH TCK) covering deployment cycle (Pre-deployment, Deployment, and Post-deployment).
  2. Executive Summary of the RH TCK guidelines to be integrated into the National Guidelines for Health Emergency Response (Pedoman Nasional Penanggulangan Krisis Kesehatan).
  3. A brief “user guide” for socializing the RH TCK guidelines to TCK volunteers and local health offices.

The consultant will work under the technical guidance of the Ministry of Health (Health Crisis Centre and Directorate of Family Health) and UNFPA Indonesia Humanitarian Analyst to perform the following tasks:

1. Desk Review and Gap Analysis

  • Conduct a comprehensive review of existing regulations, including UU No. 17/2023, Permenkes No. 75/2019, Permenkes No. 1/2026, and the WHO Blue Book 2021 standards for EMTs.
  • Analyze the existing TCK (Tenaga Cadangan Kesehatan) registration and mobilization flow within the Satu Sehat/SISDMK platforms to identify entry points for SRH-specific indicators.

2. Development of the Guideline for National RH Reserved Personnel (RH TCK)

  • Develop the Standard Competency for RH TCK, categorizing personnel based on the TCK level system (Levels 0-3) as mandated by the MOH.
  • Minimum knowledge and requirement criteria of RH TCK personnel: MISP, PSEA, Logistics of MISP kits and consumables required by health reserved personnel.
  • Draft a standardized guideline/SOP for the Mobilization and Deployment of RH reserved personnel as part of the National TCK team. This must include:
    • Pre-Deployment: Registration flow, verification of MISP certification (Plataran Sehat), and PSEA competency checks.
    • Deployment: Coordination mechanisms between the RH Sub-Cluster and the National Health Cluster/Health Crisis Center.
    • Post-Deployment: Reporting, evaluation, and debriefing protocols specifically for SRH service delivery.

3. Integrate and align the National RH TCK guideline into the National Guidelines for Health Emergency Response (Pedoman Nasional Penanggulangan Krisis Kesehatan)

  • Facilitate consultative meetings with the Health Crisis Center (Pusat Krisis Kesehatan) to ensure the guidelines align with the National Guidelines for Health Emergency Response, including the National Health Disaster Management system.

4. Validation and Finalization

  • Conduct a validation workshop with key stakeholders (MOH, UNFPA, Professional Organizations/IBI, and Academic Centers of Excellence).
  • Finalize the Guideline on National RH Reserved Personnel / RH TCK and a "User Guide" as socialization tool for sub-national Health Agencies (Dinas Kesehatan) to utilize the RH TCK capacity.
     

Duration and working schedule: 

The consultancy will be carried out for 30 workdays, spread over approximately 5 months (July-November 2026). The final product is expected to be available by the 4th week of November  2026.

General requirements 

The consultant is to develop the complete standards and guidelines in the Indonesian language, and a summary of the product in English

In relation to copyright, all materials or documents resulting from these consultation services will remain the property of UNFPA. The consultant is obliged to provide soft copies of the deliverables, including all annexes, so that all results can be independently verified for their accuracy before the reports are finalized and released.

Deliverables: 

  1. Inception Report: Methodology, work plan, and summary of the initial desk review.
  2.  Draft of the standard competencies, minimum criteria, and deployment guidelines for National RH Reserved Personnel (RH TCK).
  3. a. Validation Report containing feedback from the Health Crisis Center and RH Sub-Cluster stakeholders. 

    b. Draft of Executive Summary of RH TCK guidelines for integration into the National Guidelines for Health Emergency Response (Pedoman Nasional Penanggulangan Krisis Kesehatan)

  4. a. Final Report containing finalized and formatted RH TCK standard, minimum criteria, and deployment guidelines endorsed for utilization by the National Health Cluster.

    b. A brief user guide for socializing the guideline of RH TCK to volunteers, and local health offices.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

A team of UNFPA and WHO, with MOH (Family Health Directorate and Health Crisis Center), will provide directions to the consultants through regular meetings or virtual discussions. An outline will be agreed upon to guide the consultant in conducting her/his work. This team will also review the product developed by the consultant.

Supervisory arrangement:

Under the overall guidance of the Representative and quality assurance by the Assistant Representative, the consultant will work under the day-to-day supervision of the Humanitarian Programme Analyst. The consultant is expected to report the progress to the Humanitarian Programme Analyst.

Qualifications and Experience: 

Education:  

Master’s degree in Public Health, Demography, Gender or other related Social Sciences 
 

Knowledge and Experience: 

  • Having relevant work experience in humanitarian coordination, humanitarian response, rehabilitation, and recovery
  • Possess strong knowledge and experience with midwifery programmes in disaster management settings 
  • Minimum 5 (five) years’ experience in developing national guidelines, Reproductive Health and/or humanitarian SOP development, concept note,  or relevant products; a sample product might be requested
  • Familiarity with the Humanitarian Coordination Coordinations
  • Excellent communication and interpersonal skills

Languages: 

Fluent in spoken and written Indonesian and English.
