Position Description:
FHI 360 is seeking four candidates for technical officers responsible for Maternal, Neonatal, and Child Health for the EpiC project to be implemented in Liberia in four high-burden counties: Montserrado, Nimba, Lofa, and Bong. Under the supervision of the Technical Advisor, the Technical Officer will be responsible for supporting the coordination of the implementation of all facility-based clinical Maternal, Neonatal and Child Health (MNCH) and community-based activities. The project is aimed at improving maternal, neonatal, and child health outcomes by increasing the use of and access to high-quality services and eliminating preventable maternal and newborn deaths.
The technical officer position will be key in strengthening the implementation of lifesaving MNCH interventions and enhancing the capacity of frontline health providers to sustainably deliver high-quality lifesaving MNCH services to reduce mortality among pregnant women, newborns, and children under five years, in alignment with the MOH. Some of the notable activities will include working with government and community partners to implement on-the-job training, mentorship, supportive supervision, immunizations, and child health activities. The position will be based in Monrovia and will report to the EpiC Liberia Technical Advisor.
Accountabilities:
Support the Technical Advisor to ensure the quality of maternal and neonatal health clinical services at health facilities and in the community
Participate in trainings and adoption of activities that strengthen the capacity of county, district health, and health facility staff to meet clinical standards of care in maternal and neonatal health, and implement efficient models of supervision and guidance for service providers
Ensure that activities are implemented in accordance with protocols, guidelines, and standard operating procedures
Collaborate with the project technical staff team to plan and support implementation of service strengthening activities as indicated, and to ensure that they are properly coordinated with facility and country leadership
Participate in County-level technical working groups, health sector coordination meetings for areas of content on maternal, neonatal, child, and health
Coordinate planning, collection, and use of monitoring data for clinical and community-based clinical care indicators for service improvement and facilitate decision making
Contribute content on clinical activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the U.S. Department of State
Collaborate with teams in other areas to ensure that activities are integrated, aligned, efficient, and comprehensive.
Required Qualifications:
Medical doctor, Physician Assistant, Obstetrics Clinician, or Nurse
At least four years of experience in clinical care and public health, including maternal and child health programs
Experience in direct supervision of program staff and in supervising and evaluating staff performance and needs
Experience in designing and implementing training and guidance at the community health center, district, and county health facility levels in providing maternal and child health clinical services as part of a mentoring team to meet clinical criteria
Willingness to work in all facilities and communities in the selected counties
Demonstrated ability to build and maintain effective working relationships with government staff and community stakeholders
Excellent oral and written communication skills in English and knowledge of the local dialects or Koloqua of the highlighted counties would be an advantage
Excellent organizational and analytical skills
Ability to work under pressure and adapt
Knowledge of computers (Word, Excel, PowerPoint, Microsoft Outlook) is needed
Typical office environment and ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard
Willingness to travel extensively to various health facilities, up to 50% of the team

The expected hiring salary range for this role is USD 19,000 - 22,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
