In Syria, Norwegian People’s Aid (NPA) has been present since 2013, delivering context-driven and needs-based programmes across humanitarian response, early recovery, civil society strengthening, governance, peacebuilding, and social cohesion. NPA also implements mine action programming across Syria, contributing to safer environments and enabling communities to recover and rebuild. The organisation maintains its main office in Damascus, with field offices in Amuda, Raqqa, and Homs, ensuring both national reach and strong local engagement. A key strength of NPA’s approach is its partnership with local civil society organisations (CSOs) to support their capacities and advance the localisation of humanitarian and development programming. This fosters inclusive, locally led actions that strengthen civic spaces, social cohesion, and community resilience. Through these partnerships, NPA delivers integrated, multi-sector interventions that link protection, livelihoods, mine action, peacebuilding, conflict prevention, and community engagement, thereby enabling access to hard-to-reach areas ensuring locally grounded, high-impact responses.
The operational context in Northeast Syria remains highly dynamic, with recent changes in territorial control and governance structures resulting in a transitional phase for local authorities. These shifts have implications for programme implementation, coordination, and access. This evolving context underlines the importance of the end-term evaluation in assessing the relevance, adaptability, and effectiveness of the programme’s interventions in a fluid and complex environment.
Norwegian People’s Aid (NPA) invites qualified consultancy firms and independent consultants to submit proposals for conducting the End-Term Evaluation of the programme:
“Social Reintegration and Resilience to Combat Radicalisation in Northeast Syria” Action – Phase III
The programme is funded by the European Union Foreign Policy Instrument (EU FPI) and implemented by NPA in partnership with local civil society organisations in Northeast Syria.
Norwegian People’s Aid (NPA) has been operating in Syria since 2013, implementing humanitarian, early recovery, peacebuilding, social cohesion, governance, and mine action programmes through locally led partnerships.
The programme “Social Reintegration and Resilience to Combat Radicalisation in Northeast Syria” is currently in its third phase and aims to strengthen community resilience against radicalisation and violent extremism through social reintegration, psychosocial support, peacebuilding, non-formal education, and community-based prevention mechanisms.

The end-term evaluation will provide an independent, comprehensive, and evidence-based assessment of the programme’s overall performance, relevance, effectiveness, efficiency, impact, sustainability, and contribution to preventing and countering violent extremism (P/CVE) in Northeast Syria.
The evaluation is expected to analyse the programme’s contribution to strengthening social cohesion, supporting post-conflict recovery, improving community resilience, and enhancing reintegration mechanisms for individuals and communities affected by violent extremism.
