Duties and Responsibilities
ORGANIZATIONAL SETTING The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for ‘sustainable development’. The Convention on Biological Diversity was opened for signature in Rio in 1992. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of its genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. Its main tasks are to arrange for and service meetings of the Conference of the Parties, including preparation of pertinent documentation, operation of the central node of the clearing-house mechanism, liaison and coordination with other international bodies and processes and, in close collaboration with these partners, the provision of technical support for the effective implementation of the Convention. Duties and Responsibilities Under the supervision of the Principal Coordination Officer, the consultant will produce the following outputs in close coordination with the Japan Biodiversity Fund (JBF) team: A. Preparatory work 1. Support the mid-term evaluation process for JBF, including coordination of evaluation activities and the organization of virtual communication, analytical research and compilation of related information. 2. Develop in close communication with the JBF team the detailed work plan for the whole assignment. 3. Draft evaluation methodology taking into consideration the evaluation of the first phase of the JBF (2011-2022). 4. Draft annotated outline report for mid-term evaluation. Deliverable and timeline: Detailed work plan, evaluation methodology and the annotated outline of the report, within 1 month B. Conducting evaluation: 5. Compile and consolidate related information on the activities of the second phase of the JBF between 2023-2025 in close communication with the JBF team at the SCBD, experts and other relevant partners. 6. Conduct necessary interviews with Party representatives, relevant CBD staff, and external partners to collect necessary information for the evaluation. 7. Draft evaluation report based on the agreed methodology. 8. Assist the JBF team in communication with the donor about the evaluation, including any caveats, and considerations to take into account when making use of the findings. 9. Any other tasks may be assigned by the JBF Global Coordinator. Deliverable and timeline: Evaluation report for the period of 2023-2025 – 3 months
Qualifications/special skills
Academic qualifications: Postgraduate degree or equivalent in environmental policy, sustainable development, public administration or related field is required. Experience: A minimum of seven (7) years of progressive professional experience in project evaluation, analysis or research methodologies is required. Experience in the United Nations Common System or similar international organizations is desirable. Experience in the field of programme management, biodiversity and environmental issues, communication, analytical writing, project analysis is also desirable. Experience of working in Japan is desirable. Skills: Evaluation and analytical skills are required. Ability to develop and organize objective information, as well as to prepare the draft mid-term evaluation report by incorporating suggestions and comments of external reviewers and advisors is desirable. Demonstrated expertise in planning, organization, editing and communications, in relation to project evaluation, is desirable. Languages
English and French are the working language of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge in Japanese language is desirable. Knowledge of other United Nations languages is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
Additional Information
Special conditions The work location for this position is Montreal, Canada. The successful candidate should be based in the same time zone (Eastern Time, GMT-5) or in a time zone with slight difference, to ensure that working hours are convenient and aligned for both the consultant and the Secretariat. Travel may be required. Travel for in-person meetings may be required depending on project needs and subject to mutual agreement.
