Mission and objectives

Enabling Rural Opportunity Network (ERONet), formerly Agoro Community Development Association (ACDA), is a community-based organization working in Lamwo District, Northern Uganda. The organization was established to represent and support rural communities affected by conflict, displacement, and poverty. ERONet works to empower vulnerable populations—particularly women, girls, and marginalized groups—through interventions focused on education, child protection, livelihoods, and community development. The organization addresses structural inequalities in rural, post-conflict, and refugee-hosting communities by improving access to education, strengthening household resilience, promoting child protection, and supporting inclusive, community-led development.

Context

This assignment contributes directly to strengthening ACDA/ERONet’s institutional positioning and ability to mobilize resources. The organization is transitioning from small-scale, project-based work to a more structured, strategic, and fundable model. The current strategic plan is too broad and programmatic, limiting its effectiveness in attracting partners and funding. This assignment will result in a refined strategic framework that clearly defines ERONet’s niche in addressing key problems affecting vulnerable rural populations, particularly women, girls, and persons with disabilities. The revised strategy will be used to: Engage donors and partners Guide program design Improve organizational visibility and credibility The volunteer will work remotely but closely with the ERONet leadership team.

Task Description

ERONet) is seeking a highly skilled online volunteer to support the redesign of its 2025–2030 Strategic Framework from a broad, program-based structure into a focused, problem-driven strategic framework aligned with the realities of rural, post-conflict, and refugee-hosting communities in Northern Uganda. The volunteer will work closely with the Executive Director through virtual collaboration (email, WhatsApp, and scheduled calls) to: Review the existing strategic plan document Analyze current thematic areas and identify gaps and overlaps Reframe the strategy from sector-based (education, health, WASH, etc.) to problem-based focus areas (e.g., girls’ school dropout, household poverty, social vulnerability, limited access to services) Develop 3–4 clearly defined strategic focus areas grounded in the local context Align the strategy with donor expectations for clarity, focus, and fundability Strengthen key sections including: Introduction and context analysis Strategic positioning Theory of Change Strategic objectives Ensure the framework reflects: Rural poverty realities Post-conflict recovery dynamics Refugee-hosting pressures Gender and disability inclusion The volunteer will also support refining language to ensure the document is: Clear and concise Professionally written Suitable for donor engagement Regular check-ins (1–2 per week) will be scheduled to review progress and provide feedback.
