SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International (SI) has been present in northern Mozambique since 2019, initially in response to Cyclone Idai and later expanding its operations to address the conflict-related crisis in Cabo Delgado. SI currently operates from Pemba, Mueda and Mocímboa da Praia, implementing emergency and early recovery activities in WASH, Shelter/NFI, Food Security and Rapid Response.

Following major BHA funding cuts in early 2025, the mission underwent significant restructuring. In early 2026, the mission entered a new phase marked by the confirmation of several short-term emergency grants and the expected launch of a major multi-year development-oriented project funded by DG INTPA, in consortium, focused on Education, WASH and Livelihoods.

Current and upcoming projects include:
- RRM / emergency response through WASH, Shelter/NFI and Food assistance
- Emmergency WASH activities in health facilities, schools and communities
- CASH for work program
- Multi-year DG INTPA development project in consortium
- Continued WASH network rehabilitation and emergency Shelter support in Cabo Delgado

In this context, the mission requires an experienced WASH & Shelter Coordinator to structure the sectoral strategy, ensure technical quality of ongoing interventions, support team capacity building, and technically lead the launch of the DG INTPA project, where SI is on lead of the WASH sector.

Around 50 staff in total across the mission in january 2026, but it will increase in April/May with the new funding.
SI operates 3 bases:
• Pemba (Coordination / Operational Base): 27 staff
• Mueda (Operational Sub-base): 19 staff
• Mocímboa da Praia (Operational Sub-base): 4 staff

The WASH & Shelter Coordinator is based in Pemba and provides technical supervision and support to WASH and Shelter teams across the mission, including Program Managers and field-based technical staff.

About the job

GENERAL OBJECTIVE:

The WASH & Shelter Coordinator contributes to the development of SI Mozambique’s sectoral and global programatic strategy and ensures the quality, relevance and consistency of WASH and Shelter interventions implemented by the mission. S/he supports the supervision of ongoing activities and teams, strengthens technical capacities, and ensures compliance with SI standards and donor requirements. A key objective of the position is to support the launch of the DG INTPA project and mentor the Program Manager to be recruited, while also leading the development of the mission’s pluriannual WASH and Shelter strategy.

THE MAIN CHALLENGES:

1- Need to structure a pluriannual WASH and Shelter strategy for Mozambique in a context combining emergency response and development opportunities
2- Simultaneous management of short-term emergency grants and preparation / launch of a major multi-year DG INTPA project
3- Need to ensure strong technical supervision of ongoing WASH activities and coherence of approaches across several bases
4- Capacity building of a Program Manager to be recruited and reinforcement of technical capacities within field teams
5- Volatile and unpredictable security context requiring flexible planning and frequent field support
6- Need to strengthen technical positioning and representation of SI in WASH and Shelter sectors

PRIORITIES FOR THE 2/3 FIRST MONTHS:

1- Contribute to proposal development and strategic positioning of the mission in WASH and Shelter sectors
2- Develop / update the mission’s pluriannual WASH and Shelter strategy
3- Ensure quality follow-up of ongoing WASH and Shelter activities across all bases
4- Strengthen technical tools, planning, indicators and reporting quality for ongoing projects
5- Reinforce coordination and representation with authorities, clusters, donors and key partners in WASH / Shelter
6- Support the launch and technical structuring of the DG INTPA development project
7- Build the capacity of the Program Manager to be recruited and reinforce the WASH team’s technical supervision

SECURITY CONSTRAINTS:

Security level 2 in Pemba with limited constraints.
Mueda and Mocímboa da Praia are security level 3, with stronger movement restrictions and access depending on local conditions and Security Department guidance.

The security situation in Cabo Delgado remains volatile, with unpredictable insurgent activity and evolving access dynamics. Field visits require close coordination with the security department, movement validation, and flexibility. Travel to field bases is mainly by UNHAS.

Your profile

DIPLOMA AND EXPERIENCE:

Master in Water Engineering, Civil Engineering, Public Health, Humanitarian Action, Environmental Engineering, or any other technical field related to WASH / Shelter / humanitarian programming

Experience in the humanitarian sector : 3 - 4 years

Experience on a similar position : 0 - 2 years

SKILLS:

TECHNICAL SKILLS

1. Strong technical background in WASH programming, including water supply, sanitation, hygiene promotion and network rehabilitation

2. Experience in Shelter / NFI programming or strong ability to supervise Shelter-related activities

3. Strong project cycle management and technical supervision skills

4. Strong understanding of humanitarian standards, including Sphere, and donor compliance requirements

5. Proven ability to develop sectoral strategies, technical approaches and capacity-building plans

6. Ability to mentor Program Managers and reinforce technical quality of field teams

TRANSVERSAL SKILLS

1. Strong coordination and representation skills with authorities, clusters, donors and technical partners

2. Strong planning, prioritization and organizational skills

3. Strong analytical capacity and ability to adapt programming to evolving contexts

4. Strong team management and coaching capacities

5. Ability to work in a complex, multi-base and rapidly changing operational environment

LANGUAGE:

1. English (mandatory)

SI will offer you

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Pemba offers relatively good living conditions for expatriates, with stable access to water and electricity, functional internet, and adequate accommodation. SI provides office and guesthouse facilities.

The position is based in Pemba, with regular travel to field bases. Living conditions in field locations are more basic but remain functional. Field visits are generally short and depend on operational and security conditions.
