The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD. It supports countries to promote good governance and democracy through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies and regulations to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.

GOV works across a broad range of policy areas, providing policy analysis, comparative data and practical recommendations tailored to governments’ reform priorities, including through the development of common standards and principles.

GOV is looking for motivated Junior Policy Analysts to contribute to its analytical and policy work across a broad range of public governance areas.

Job Description

Main Responsibilities

Programme management and co-ordination

• Contribute to the delivery of the Division’s programme of work, supporting the implementation of policy projects and analytical outputs.
• Support the co-ordination of project activities, including timelines, inputs and deliverables, ensuring timely and high-quality outputs.
• Assist in the organisation and follow-up of project-related activities, including meetings, workshops and internal co-ordination.

Research, Analysis and Drafting

• Conduct research and analysis on key public governance issues, including country-specific policy challenges and reform initiatives.
• Contribute to policy assessments and the development of proposals, drawing on good practices and comparative data across OECD countries.
• Monitor and analyse emerging issues relevant to public governance and resilient economic growth, contributing to the Division’s analytical work.
• Draft clear, concise contributions to policy reviews, analytical reports, working papers and publications, including technical notes and annexes, as well as policy briefs and other communications aimed at non-technical audiences.
• Collaborate, within the Organisation, on multi-disciplinary horizontal work.

Dissemination, Liaison, and Outreach

• Support the dissemination of knowledge products through a variety of channels, including contributing to the organisation of policy events, workshops and stakeholder engagement activities, targeting the audiences that will promote maximum impact.
• Liaise with officials in national administrations and international organisations, as well as colleagues across the OECD, as appropriate.
• Contribute to the preparation and participate in missions to member and partner countries as required.
• Contribute to the preparation of briefing materials and presentations for internal and external stakeholders.

Qualifications

Ideal Candidate Profile

Academic Background

• An advanced university degree in policy, public management/administration, economics, law or other relevant field, or equivalent.

Professional Background

• Post-university experience in applied research, analysis or policy support, preferably in the area of public governance or regulatory reform.
• At least three years of relevant professional experience.
• Experience in a national administration or an international organisation would be an asset.
• Prior experience working with national or subnational governments on reforms in diverse country contexts—including both OECD and non-member countries—would be an advantage.
• Good organisational skills, ability to work effectively on the basis of general instructions and with minimum supervision.
• Excellent interpersonal skills and ability to collaborate effectively with multicultural teams.

Core Competencies

• OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 2).

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages would be an asset.

Contract Duration

• This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
• Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

• Monthly salary starts at 6 008.38 EUR, plus allowances based on eligibility, exempt of French income tax.
