    Introduction

    Description of the Assignment: 60 days spread over 5 months.


    The overall purpose of this consultancy is to develop a to develop a modern, end-to-end CPI and PPI compilation system that replaces the outdated PIPS, aligns with current international methodological standards (COICOP 2018 and CPC v2.1), and enhances the Ministry's capacity to produce accurate and timely price statistics. The assignment also aims to improve existing data collection and processing methodologies, migrate historical data, and provide comprehensive documentation and staff training to ensure institutional sustainability. The consultancy will focus on the full lifecycle of CPI/PPI system development and methodological improvement, delivered in close collaboration with the Ministry's Prices Unit. The scope encompasses the following areas:

    I. System Assessment and Inception

    • Conduct a comprehensive review of the existing PIPS and current CPI/PPI compilation methodology, identifying technical deficiencies, methodological gaps, and areas requiring improvement
    • Assess alignment with the 2018 COICOP revision and ISIC v4/CPC v2.1 classifications, and document required changes
    • Prepare an Inception Report detailing findings, a recommended technical architecture for the new system, a workplan, and key milestones
    II. System Design and Development
    • Design and develop an end-to-end CPI and PPI Index Processor System capable of handling both monthly CPI and quarterly PPI (with monthly prices) compilation workflows.
    • Ensure the system generates: monthly average prices by item/product; monthly CPI figures in accordance with COICOP 2018; quarterly PPI figures; rebased CPI figures based on the new classification; and revised time series for back years prior to the new base year.
    • Build the system using modern, maintainable web-based or enterprise technologies (e.g., .NET, Java Spring, or PHP), with a robust relational database backend (SQL Server or Oracle).
    • Incorporate API integration capabilities to facilitate data exchange with upstream data collection tools and downstream dissemination platforms
    III. Data Migration and Rebasing
    • Migrate existing CPI data from PIPS to the new system, ensuring data integrity throughout the process.
    • Adapt the compilation workflow to the 2018 COICOP classification and execute the rebasing of CPI figures, including revision of historical time series.
    • Validate migrated and rebased data against source records and document all transformations and reconciliation procedures.
    IV. Methodological Review and Enhancement
    • Examine the methodology currently used for the compilation of both the CPI and PPI, identify weaknesses or inconsistencies, and propose appropriate corrections or improvements.
    • Recommend and document best practices for data collection, price imputation, quality adjustment, and aggregation in line with international standards (CPI Manual 2020 and PPI Manual 2004).
    V. Documentation, Training and Knowledge Transfer
    • Develop comprehensive technical documentation, including a system architecture document, data model specifications, and a methodology note.
    • Produce a user guide/manual for day-to-day system operation by Prices Unit staff.
    • Develop a standard template for monthly average price compilation by item/product series.
    • Deliver structured training sessions for Prices Unit staff on system operation, data management, and the updated methodology.

    The expert’s responsibilities for the following in close collaboration with the Ministry's Prices Unit:
    I. Assessment and Inception
    • Conduct a technical review of the existing PIPS and current CPI/PPI compilation practices and produce a detailed gap analysis.
    • Submit an Inception Report within four weeks of contract signing, including the proposed technical architecture, workplan, and risk register:
    II. System Development
    • Design, build, test, and deploy a fully operational CPI/PPI Index Processor System in accordance with agreed technical specifications.
    • Ensure the system can generate all required statistical outputs as outlined in Section 3 above.
    • Conduct user acceptance testing (UAT) with Ministry technical staff and incorporate feedback prior to final deployment.
    III. Data Migration and Validation
    • Execute the full migration of historical data from PIPS to the new system.
    • Perform rebasing and revision of CPI historical time series to align with COICOP 2018.
    • Submit validated outputs for review and sign-off by the Prices Unit. IV. Documentation and Training
    • Deliver all technical and user documentation in agreed formats (Word and PDF). • Conduct at least two structured training sessions for Prices Unit staff and produce training materials.
    • Submit a final report documenting all work undertaken, outputs produced, and recommendations for future system enhancements.

    Period of assignment/services: 60 days spread over 5 months
