Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The temporary position is based in Santo Domingo and is located in the Procurement Section. The incumbent will report to the Chief, Supply Chain Management D1, or designated official.
Responsibilities
Within delegated authority, the Chief of Section, Procurement may be responsible for the following duties: • Plans, develops and manages the procurement activities of the Procurement Section involving multi-million-dollar expenditures for worldwide procurement of a broad range of commodities and services. • Serves as principal advisor to senior officials; provides authoritative technical and policy advice on all aspects of procurement; develops and disseminates best practices. • Leads and directs a procurement team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs. • Analyzes unusually complex and/or critical procurement proposals of significant financial or operational impact; determines appropriate strategy/approach to best serve institutional interests, and ensures implementation, including the authorization of exceptions to established rules, practices and procedures, as necessary. • Directs, manages and conducts planning, solicitation, negotiation, and, if necessary, termination of contractual and procurement actions. • Authorizes up to approved limit or recommends authorization of procurement contracts/purchase orders. • Develops proposals on revisions to procurement policies and procedures; develops and recommends strategy for the effective implementation of procurement policies and reforms. • Represents the organization in key meetings with senior officials internally and government officials, and in negotiations with senior executives of various commercial organizations for the purpose of concluding major contracts. • Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent degree) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Professional certification in supply chain such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or another equivalent is required.
Work Experience
A minimum of ten years of progressively responsible experience in procurement, contract management, administration, supply chain management or related area is required. A minimum of five consecutive years of experience in the management of tender exercises and negotiation of complex and high value contracts at the international level, during the most recent ten (10) years is required. At least two (2) years of experience in managing a medium/large multicultural team at country and regional levels is required. Experience in making presentations to multiple stakeholders including senior management, member states/external stakeholders and/or suppliers is desirable. Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system and/or working with e-tendering systems such as Ariba or similar system is desirable. Direct experience in managing procurement for delivery to conflict areas and/or logistically challenging locations is desirable.
