Job Description

Mission and objectives

The United Nations Office on Drugs and Crime (UNODC; French: Office des Nations unies contre la drogue et le crime) is a United Nations office that was established in 1997 as the Office for Drug Control and Crime Prevention by combining the United Nations International Drug Control Program (UNDCP) and the Crime Prevention and Criminal Justice Division in the United Nations Office at Vienna, adopting the current name in 2002. The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments. The UNODC Regional Office for South Asia (UNODC ROSA), located in New Delhi (India), covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Under its Regional Programme for South Asia for 2024-2028, UNODC is delivering technical assistance to South Asia under the following five sub-programmes: (1) addressing and countering the world drug problem; (2) preventing and countering organized crime; (3) preventing and countering corruption and economic crime; (4) preventing and countering terrorism; and (5) crime prevention and criminal justice.

Context

The United Nations Office on Drugs and Crime (UNODC), Regional Office for South Asia located in New Delhi, manages multiple programmes and projects that require frequent financial processing and approvals, including requests related to procurement, travel, advances, reimbursements, vendor payments, and project expenditures. Currently, tracking these requests across different teams and approval stages can be fragmented, resulting in limited visibility on request status, delays in processing, and challenges in monitoring financial workflows. To improve operational efficiency and transparency, the Regional Office seeks to develop a centralized digital tracking tool to monitor and manage various types of financial requests from submission to completion.

Task Description

The Online Volunteer will work under the supervision of the National Programme Officer (Finance & Operations), and the overall guidance of the Regional Representative/Dy Representative, and will be responsible for the following tasks: Need assessment for system design • Workflow Mapping: Support in mapping existing workflows for different types of financial requests through virtual consultation with relevant UNODC units (programme, operations, finance, procurement). • Requirements Gathering: Identify and document system requirements based on user roles, and approval hierarchies. • System Design Support: Develop a functional design and system architecture for the development of tracking tool. Development of digital platform and dashboard • Design and develop a digital platform that includes - request submission interface for different financial request categories; automated workflow; status tracking for each request with unique tracking IDs; user access controls and role-based permissions; security & data protection features. • Dashboard and Reporting Features for reporting and monitoring that includes real-time dashboard displaying request status and timelines; filtering options; generation of request tracking reports; and export functionality (Excel/PDF). Testing and Deployment & Documentation and Training • Conduct user testing and debugging: Conduct user testing to gather feedback and refine based on insights from end-users. • Document manuals & training: Prepare user manuals and technical documentation and conduct training for users and support initial implementation and troubleshooting
