Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Nepal, UN Women has been implementing its five-year Country Programme (Strategic Note 2023 – 2027) to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The Country Programme is aligned with and contributes to national priorities as described in the Constitution of Nepal and the 15th National Periodic Plan, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023 - 2027 for Nepal and the UN Women’s Global Strategic Plan (SP) 2022 - 2026. UN Women Nepal Country Office (NCO)’s Country Programme contributes to the following four outcome areas of the UNSDCF 2023 - 2027:

- Outcome 2: Inclusive and Transformative Human Development
- Outcome 3: Environmental Sustainability, Climate and Disaster Resilience
- Outcome 4: Governance, Federalism, Participation and Inclusion
To achieve the above-mentioned outcomes, UN Women NCO is implementing a wide range of programmes and projects with the support of responsible parties, including government, civil society organizations, international development partners and private sector actors.
Reporting to the Deputy Representative, the Monitoring and Reporting Analyst will provide support to the Nepal Country Office (NCO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.
Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation
- Facilitate and substantively contribute to the development of monitoring indicators, monitoring workplan, and field monitoring plans ;
- Include inputs from relevant monitoring and evaluation findings, conclusions and recommendations into programme formulation;
- Contribute to annual work plan monitoring, reviews and reporting;
- Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and baseline surveys;
- Facilitate the clearance of donor agreements and Programme Cooperation Agreements with NCO.
- Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
- Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
- Monitor data from partnerson a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
- Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
- Monitor the spending of donor funds and other programme expenditures and disbursements;
- Draft and implement NCO’s Monitoring, Evaluation, and Research Plan.
- Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
- Facilitate the process of the NCO meeting internal and external reporting requirements and deadlines, including annual reporting process;
- Quality assurance of donor and programme reports (both narrative and financial);
- Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
- Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
- Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
- Provide technical support to the NCO in the implementation the UN Women Evaluation Policy
- Coordinate the implementation of UN Women’s Evaluation plan at NCO;
- Provide guidance to programme staff on evaluations;
- Ensure communication between the NCO and RO regarding Evaluations;
- Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
- Contribute to knowledge building and capacity building
- Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
- Contribute to the development of capacity development tools, including training materials and packages;
- Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
- Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
- Contribute to Knowledge, Advocacy and Communication Plan and relevant products based on knowledge generated through monitoring and evaluation.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities:
The incumbent leads a team of two M&E Officers under their direct supervision. These M&E Officers each support one of two programme teams - Women’s Economic Empowerment and Gender-Responsive and Inclusive Governance - particularly in programme monitoring and reporting. Accordingly, the Thematic Leads have a matrix management relationship with the two M&E Officers. Additionally, the incumbent supervises part-time consultants (currently four) and engages them on an as-needed basis

Functional Competencies:

Minimum Qualifications:
Education and Certification:
- Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Project Management, Gender/Women Studies is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) or training on RBM, monitoring and evaluation would be an added advantage.
Experience:
- At least five years of progressively responsible experience at the national or international level in monitoring and evaluation of development projects/ programmes is required.
- Experience in the United Nations systems in desirable.
- Field experience is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
- Knowledge of Quantum and PRISM will be an added advantage.
- Experience on gender-responsive monitoring and evaluation will be an added advantage.
Languages:
- Fluency in English is required.
- Fluency in [local language] is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
