Result of Service
Under the supervision of the Programme Management Officer, Sustainable Investment Unit, Mitigation Branch, Climate Change Division, the consultant will perform the following: 1. Coordinate and support partners on the ground: a. Facilitate communication and coordination among key stakeholders involved in developing the Iloilo PV System Management and Recycling Plan, including UNEP focal points, Iloilo provincial government offices, and local public and private sector actors. b. Organize and support meetings, consultations, and workshops specifically related to the Iloilo PV system management and recycling initiative, ensuring effective planning, logistics, and participation of relevant stakeholders. c. Provide regular updates to the UNEP EmPower team on the progress of activities in Iloilo, including technical support needs, challenges, and milestones, and ensure smooth implementation of UNEP‑led tasks. d. Monitor the progress of activities in Iloilo Province in collaboration with the international expert and provincial counterparts, and prepare concise reports on achievements, bottlenecks, and next steps. e. Identify potential synergies and establish collaborations with other initiatives similar to the Iloilo PV system management and recycling initiative at the national and regional level, as applicable f. Coordinate as necessary with government and sub-national governments 2. Support technical implementation of the PV System Management and Recycling Plan a. Assist the international expert by providing local data, context, and regulatory information relevant to solar PV, inverter, and battery disposal, recycling and management b. Facilitate consultations with provincial government departments and other stakeholders to gather inputs for the plan. c. Provide logistical and technical support during capacity-building activities for provincial personnel to ensure effective knowledge transfer d. Contribute to drafting and reviewing documents, proposals, and reports to ensure alignment with local practices and regulations 3. Reporting and documentation a. Prepare regular progress reports for UNEP, highlighting achievements, challenges, and recommendations specifically related to the Iloilo PV system management and recycling initiative b. Document stakeholder consultations, workshops, and meetings to ensure transparency and accountability c. Maintain records of coordination activities and provide updates specifically related to the Iloilo PV system management and recycling initiative to UNEP and the EmPower team 4. Stakeholder engagement and partnership building a. Act as the primary liaison between UNEP, the international expert, and local stakeholders to maintain effective communication and coordination specifically related to the Iloilo PV system management and recycling initiative b. Build and strengthen partnerships with local colleagues, government agencies, community representatives and relevant donor agencies to ensure broad support for the plan. Performance indicators: Efficient completion of the deliverables as stipulated and evaluated by UNEP for completeness and quality.

Duties and Responsibilities
The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Our mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. UNEP’s Regional Office for Asia and the Pacific, located in Bangkok, geographically serves 41 countries across the region to promote and implement sustainable development solutions. It works in close partnership with key stakeholders including governments, the private sector, civil society, and other UN agencies. The low-carbon transition and social transformation required to solve the climate crisis pose significant opportunities to redress gender inequalities and promote human rights. By placing women and other marginalized groups at the centre, this transition can advance gender justice and occur more quickly with empowered women and marginalized groups acting as change agents. From 2018 to 2022, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and the United Nations Environment Programme (UNEP) worked together through the first phase of the EmPower: Women for Climate-Resilient Societies project to accelerate gender-responsive and human rights-based climate action across Asia and the Pacific with a focus on Bangladesh, Cambodia and Viet Nam. Building on the first phase of the project, UNEP and UN Women are scaling up the work in its second phase starting 2023. EmPower Phase II will leverage a variety of tools, methodologies, and empirical data to implement existing plans and policies for gender-responsive, human rights-based climate action. The project will expand the scope for women and other marginalized and gender-diverse groups to shape decisions and build resilience, including through new access to finance, technology, and renewable energy as a driver of better livelihoods. In EmPower Phase II, UNEP has provided technical support on gender mainstreaming in the Iloilo Province Renewable Energy and Energy Efficiency Policy, Plans, and Programmes. As part of this support, UNEP co-organized three in-person workshops to train Iloilo provincial government employees from relevant departments on integrating gender considerations into energy policies and programmes. UNEP also provided inputs for amending provincial energy policies, contributing to EmPower II indicators 1.1.1 and 1.1.2. Building on this successful collaboration, the Iloilo provincial government—particularly the Energy Efficiency and Conservation Officer—has submitted a proposal to UNEP for additional technical support in developing a PV System Management and Recycling Plan. This initiative will serve as a sustainability measure, ensuring that Iloilo Province has a proper management, disposal and recycling system once solar PV systems, inverters, and batteries reach their end of life. Currently, the Philippines Department of Energy does not have a PV system management and recycling Plan. Iloilo Province would therefore become a pioneer—the first in the Philippines to incorporate circularity into the disposal and management of PV systems. As part of this effort, capacity building on PV and battery management—including safe handling, risks, and recycling pathways—will be a key component of the project. Training will intentionally integrate female stakeholders and female government staff to ensure gender-responsive implementation. These capacity-building activities will be delivered in close partnership with the Iloilo Provincial Government to strengthen local ownership and long-term sustainability. Given the number of diverse stakeholders involved in implementation in the Philippines, UNEP requires a local consultant who can act as the EmPower PV System Management and Recycling Coordination Expert. This consultant will assist with stakeholder coordination, including close collaboration with an international expert on PV system management and recycling, while also exploring synergies with other initiatives and programmes. The consultant will support the implementation of specific activities designed for the Philippines and provide assistance to the international expert in carrying out these activities. A major role of the consultant will be to coordinate regularly and partner with local colleagues and stakeholders, ensuring effective collaboration, alignment, and continuity across all parties.
Qualifications/special skills
• Advanced degree (A minimum of Master’s degree is preferred) in management, finance, economics, international development or a closely related field. • Additional academic background or coursework in renewable energy, climate‑resilient technologies, energy finance, or enterprise development is considered an asset. • Knowledge on PV system management and recycling is strongly preferred. • Minimum of 7 years of experience in renewable energy and climate technologies, access to finance, market analysis, partnerships creation, stakeholder’s management, coordination and reporting • Experience in working with Government departments, with financing institutions, other intergovernmental initiatives in the Philippines and in other ASEAN countries. Direct experience working with the Iloilo Provincial Government is strongly preferred. • Experience in waste management and waste‑to‑energy (WTE) systems, particularly in collaboration with local government units (LGUs) in the Philippines, is highly desirable. • Strong familiarity with UNEP’s work in the Philippines; prior experience collaborating directly with UNEP is highly preferred. • Working experience on any of the themes - gender equality, women’s economic empowerment, climate resilient livelihoods will be an added advantage • Ability to and experience in producing well written, analytical reports in English • Must have sound analytical and communication skills • Ability to work under pressure and time constraints.
Languages
• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
