Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 16,122 (US dollar) yearly.
In response to the request of the Ministry of Labour and Vocational Training (MLVT) in Cambodia and the challenges faced by returning migrant workers, this project aims to strengthen Cambodia’s systematic response to the increased influx of returnees. The overall objective is to promote an evidence-based, integrated and adaptive employment and skills response that supports the effective reintegration of Cambodian returnee migrant workers into the domestic labour market. The project focuses on strengthening service provision through counselling, information, outreach, and legal assistance, enhancing job matching in collaboration with industry partners, and expanding access to upskilling and reskilling opportunities aligned with labour market needs. Drawing on its technical expertise, the ILO will work closely with tripartite constituents and UN partners to support coordination mechanisms, leverage existing resources, and provide targeted technical assistance. The project is expected to improve access to employment services and decent work opportunities for returnee migrant workers, enhance their employability through relevant skills development, and strengthen national systems and institutional capacity for labour market reintegration. Approximately 20,000 returnee migrant workers and their families will directly benefit from the intervention, while broader improvements in national services and institutions will generate wider indirect benefits. The project will contribute to the sustainable development of domestic enterprises by supporting a more stable and skilled workforce, particularly in sectors such as construction, garment, and other manufacturing industries. The project seeks a qualified candidate for the position of Finance and Administrative Assistant to support the administrative and financial matters for the project activities under the project timeframe.
Reporting lines
The incumbent will lead a variety of administrative and financial activities related to the coordination work under the project. Overall direction will be provided by the Deputy Director of the ILO’s Decent Work Technical Support Team for East and South-East Asia and the Pacific (DWT/CO-Bangkok) in Bangkok. He/she will receive day-to-day guidance from the Technical Specialist on Skills and Employability in Phnom Penh and report directly to him/her. The incumbent will work closely and proactively coordinate with the National Project Officer, and also the National Coordinator for Cambodia and other teams within the Joint Programme Office in Phnom Penh. In addition, the incumbent is expected to liaise with the ILO/Japan Partnership Programme and the Programme Officer of the DWT/CO-Bangkok office in Bangkok, Thailand.
Completion of secondary school education.
At least five years of relevant work experience. Similar experience with the United Nations Common System or an international organization is desirable. Practical experience on standard office software packages, email, and automated information management systems required by the work unit (e.g., Word, EXCEL, PowerPoint). Experience in dealing with confidential matters with discretion. Supervisory experience would be an asset. Knowledge of the relevant project and programme area and the Office’s operations would be ideal.
Excellent knowledge of Khmer and very good knowledge of English.
