BACKGROUND
The International Union for Conservation of Nature (IUCN) is the world’s largest and most diverse environmental network, bringing together more than 1,400 member organizations, including states, government agencies, and non-governmental organizations, as well as 17,000 voluntary experts in its Commissions.
The IUCN Regional Office for Eastern Europe and Central Asia (ECARO) is responsible for promoting and implementing IUCN’s Programme in Eastern Europe, North and Central Asia. With a long-term goal of conserving biodiversity and promoting the sustainable use of natural resources, IUCN has developed a strong partnership network and an expanding project portfolio in Central Asia.
The IUCN Representative Office in the Republic of Uzbekistan coordinates activities across the five Central Asian countries, develops and implements a portfolio of projects aligned with regional priorities and strengthens the engagement with IUCN Members and partners in Central Asia.
The Finance and Administration Assistant will provide financial, accounting and reporting support to the project "Integrated Conservation Management and Restoration of High-Level Landscapes in Uzbekistan" (GEF8 EcoLand Uzbekistan) with end date 31.05.2029, which is funded by UNDP and implemented by IUCN ECARO, as well as contribute to the overall financial management and compliance of the Uzbekistan office, in accordance with IUCN policies, donor requirements, and national legislation.
The Finance and Administration Assistant will report to the ECARO Regional Finance Officer and will work in close cooperation with the Central Asia Finance Officer.
JOB DESCRIPTION
SPECIFIC DUTIES AND RESPONSIBILITIES
Financial Processing and Accounting
• Ensure accurate and timely entry of financial transactions into IUCN ERP system, thus keeping accounting data up-to-date;
• Provide assistance in processing month-end and year-end closing entries;
• Accounts Receivable/Accounts Payable – Process all incoming and outgoing invoices for the “GEF8 EcoLand Uzbekistan” project. Maintain updated sub-ledgers in the accounting system (vendors, partners, donor receivables);
• Bank transactions – Prepare payment vouchers and coordinate bank payments in local and foreign currency;
• Support preparation of monthly bank reconciliations and resolve discrepancies in a timely manner. Assist in reconciliation of other balance sheet accounts (advances, payables, receivables, and inter-office accounts);
• Support processing of cross-charges (preparation of debit/credit notes) with HQ and other IUCN offices;
• Process travel advances for staff and review and process travel expense claims in the accounting system; ensure timely settlement of advances;
• Assist in maintaining fixed asset register and support annual inventory checks;
• Provide assistance in organizing and managing internal and external audits, particularly with the preparation of required supporting documentation;
• Provide support in reviewing financial reports from grantees and implementing partners and verify supporting documentation where required;
• Assist in monitoring office operational budget and assigned project budget by preparing relevant financial data and analysis. Support budget revisions and reforecasts when required.
Project Financial Reporting Support
• Assist in preparation of monthly, quarterly, and annual donor financial reports for the assigned project “GEF8 EcoLand Uzbekistan” in accordance with the donor agreement;
• Assist in preparation of project cash flow forecasts and funds requests for the assigned project;
• Monitor project expenditures against approved budget and alert Project Manager and supervisor on potential over/under-spending;
Other Duties
• Provide administrative and logistical financial support for workshops, meetings, and events (payments to participants, preparation of disbursement statements);
• Support financial aspects of procurement processes in line with IUCN procurement policies and donor rules. Verify that procurement documentation is complete and properly authorized prior to payment;
• Perform other finance-related tasks as requested by the line manager and Central Asia Finance Officer.
SALARY
The gross annual salary for this position is in the range from 19.294 EUR to 24.118 EUR subject to deductions for social security contributions and before tax.
REQUIREMENTS
| | • Bachelor’s degree in accounting, Finance, Economics, or related field;
• Minimum 3–5 years of relevant experience in finance/accounting, preferably in international organizations or donor-funded projects;
• Experience working with multiple projects and donor reporting is highly desirable;
• Experience with ERP/accounting systems (e.g., NAV, SAP, Oracle or similar);
• Strong analytical and numerical skills with high attention to detail;
• Good knowledge of national tax and accounting regulations in Uzbekistan;
• Ability to manage multiple tasks and meet deadlines;
• Strong organizational and documentation skills;
• Proficiency in MS Excel and financial reporting tools;
• Fluency in Uzbek / Russian and English (written and spoken);
• High level of integrity, reliability, and teamwork orientation. |
