Organizational Context and Scope:
Under the overall supervision of the Chief of Mission and direct supervision of Emergency Health Officer, and in close coordination with related partners, the Senior Programme Associate will be responsible for supporting the coordination and implementation of medical and Mental Health and Psychosocial Support Services.
Responsibilities and Accountabilities :
Support the planning, implementation, and monitoring of operational project activities in IOM’s work with respective implementing partners, in accordance with the projects proposals and other relevant documents.
In close coordination with the Programme Managers and M&E Officer, provide technical and operational inputs for donor reports to support compliance with donor regulations and obligations, as well as the report finalization process with Headquarters and the Regional Office.
Support PMs in maintaining and updating information management tools required to track service delivery and identify gaps including reports, mapping, spreadsheets, and others as required.
Support in maintaining close collaboration and dialogue with relevant stakeholders, such as Government entities, United Nations agencies, International Non-Governmental organizations, etc. to enhance project’s effectiveness and avoid duplication.
Support PMs in monitoring project budgets and related expenditures in coordination with the Resources Management Unit to facilitate accurate and timely implementation.
In coordination with the Monitoring and Evaluation team, organize the collection, processing, and analysis, of project data and prepare documentation and summaries for reporting purposes and promoting a systematic approach in data management.
Promote consideration of cross-cutting issues such as gender, children, environment and other vulnerable groups during programme development and implementation.
Coordinate the preparation of inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with Programme Coordinator.
Coordinate with the Media and Communications Officer in preparing visibility materials and communication content to support project visibility and resource mobilization efforts.
Work as part of a mobile team, in the various assigned locations, where the beneficiaries (from the Afghanistan Relocation Assistance Policy) will be accommodated, and planned activities conducted, in close coordination with MHD, Operations and Protection teams, and contribute to needs assessments to identify gaps and support the planning of specific activities for beneficiaries.
Support Programme Managers, Officers and Programme Assistants in the planning, implementation, and monitoring of operational activities in Islamabad.
Prepare and edit different project reports, write meeting minutes, make presentations and spreadsheets.
Assist with the orientation of Implementing Partners and support the Programme Officers during the planning and administrative phases of capacity building activities, including the development and application of the needs assessment, monitoring tools, and checklists.
Perform such other duties as may be assigned
Qualifications and Experience :
High school diploma with six years of relevant professional experience; or,
Bachelor’s degree from an accredited academic institution in Psychology/Counselling/Social Science/Public Relation/Economics/Development Studies/ International Relations or other relevant disciplines, with four years of relevant experience.
Experience :
Experience in M&E and reporting in alignment with donor’s/UN requirements.
Experience in application of IOM/UN rules, regulations and procedures.
Experience supporting project implementation, monitoring, or and donor reporting processes.
A background in MHPSS, community driven development, resilience and/or working with displacement affected communities.
Skills :
Strong reporting, writing and research skills, preferably related to M&E.
Excellent communication and analytical skills.
Demonstrated knowledge of data collection tools, their administration and basic evaluation techniques.
Strong interpersonal and teamwork skills.
Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
