A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

Under the direct supervision of the Director of Judicial Services, the Information Management Services Section ensures that the Registry puts in place adequate Information Management (IM) services, for the benefit of all Organs and activities of the Court. The Information Management Services Section will also provide services to other Registry clients, including external parties relying on the policies and technology of the Court.

Information services consist of:

• Information management activities which include: developing policies and best practices for the management of (digital) documents, records and archives; library services and knowledge management, whether technology based or not.

• Information systems support including systems development, administration and integration. Technology services operations support, including end-user services, communications and networking technology, audio- visual technology.

• Information security activities, including developing policies and best practices, implementing information security standards and managing risk related to information, whether technology based or not.

The Information Management Services Section provides:

• Advice on best practices addressing the needs of its clients and the Court’s and Registry’s strategic objectives. Integrated solutions (i.e. systems, policies and processes) relying on industry best-practices on all aspects of information services related to capturing, storing, preserving, delivering, securing and managing information and communication.

• Leadership and dialogue with clients in relation to the innovation, awareness and adoption of new information practices, tools and technology-enabled processes and practices that will improve productivity, effectiveness, information sharing and availability.

• Strategic input and support for the implementation of a continuous change management process harnessing the use of information and technologies.

Duties and Responsibilities

Within the Information Management Services Section (IMSS), the Open-Source Technologies and Information Architect supports the Court in designing, governing, and evolving trusted, interoperable, and standards-based information exchange architectures.

The role focuses on enabling structured, scalable, and reusable information exchange across internal systems and with authorised external partners through API-led integration, microservices-based architectures, event-driven platforms (including Kafka), and open standards. Open-source technologies are leveraged as strategic enablers to promote interoperability, portability, reuse, and long-term sustainability, in line with the Court’s information management and digital architecture strategy.

Under the supervision of the relevant IMSS management, the incumbent will perform the following duties:

Information Architecture, Interoperability and Information Exchange:

• Design and maintain enterprise and solution-level information architectures that enable consistent, reliable, and reusable information exchange across the Court.

• Define and govern information models, data structures, taxonomies, and metadata frameworks to ensure semantic interoperability.

• Promote and enforce the use of open standards and interoperability specifications for data, APIs, and integration interfaces.

• Design and govern information exchange patterns, including synchronous (API-based) and asynchronous (event-driven and streaming) models.

• Define architectural principles and reference patterns for microservices-based architectures, ensuring loose coupling, scalability, and reuse.

• Guide the design and evolution of information services and domain-aligned microservices.

• Architect and guide the use of integration platforms, including API gateways, service registries, messaging systems, and event-streaming platforms (e.g. Kafka).

Open-Source Technologies Architecture:

• Design, promote, and govern the use of open-source technologies across information exchange platforms, middleware, and service layers.

• Define reference architectures leveraging open-source components for API management, microservices platforms, event streaming, and integration services.

• Assess open-source solutions for functional suitability, sustainability, licensing models, community maturity, and long-term viability.

• Support the adoption of open-source–based DevOps and platform tooling that enables automated build, deployment, and lifecycle management of APIs and microservices.

• Advise on vendor lock-in mitigation and architectural portability through open technologies and standards.

• Review open-source components within solution designs, technical documentation, RFPs, and procurement evaluations to ensure architectural alignment and standards compliance.

Cross-Cutting Responsibilities:

• Collaborate with application, infrastructure, security, and service delivery teams to ensure coherent end-to-end architectures.

• Contribute to the definition and maintenance of architecture principles, standards, and governance models for information exchange, interoperability, and integration.

• Mentor delivery teams on best practices for standards-based API design, microservices architecture, and interoperable integration.

• Support planning, reporting, and assurance activities as required.

Qualifications

Education

Advanced university degree in computer science, information systems, information architecture, or a related field is required.

A first-level university degree combined with additional qualifying experience may be accepted in lieu of the advanced degree.

Experience

• A minimum of five years (seven years with a first level university degree) years of progressively responsible experience in information architecture, integration architecture, or platform architecture roles is required.

• Demonstrated experience designing standards-based, interoperable information exchange architectures in complex organisations.

• Proven experience architecting API-led, microservices-based, and event-driven platforms, including Kafka or equivalent technologies.

• Demonstrated experience working with open-source integration and platform technologies.

• Experience promoting and governing the use of open standards for interoperability is required.

• Experience working in sensitive or regulated environments is an asset.

• Experience reviewing solution designs and procurement documentation from an architecture perspective is desirable.

Knowledge, Skills, and Abilities

• Strong ability to translate business and information-exchange requirements into scalable, standards-based architectural solutions.

• Deep understanding of interoperability frameworks, API design, microservices principles, and event-driven integration patterns.

• Ability to balance reuse, flexibility, sustainability, and interoperability in complex integration landscapes.

• Strong communication skills, with the ability to engage technical and non-technical stakeholders.

• Ability to work effectively in multidisciplinary and multicultural environments.

Certifications (Desirable)

• Certification or demonstrated experience in data architecture or information management frameworks.

• Certification or experience in enterprise architecture frameworks (e.g. TOGAF or similar) is an asset.

• Familiarity with data governance or information security standards is an asset.

Knowledge of Languages

Fluency in either of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
