The Position:
The HR and Administrative Assistant delivers quality services in HR and administration to internal and external clients. The incumbent will report to the Operations Manager. The incumbent takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing support to the CO and UNFPA-supported projects.

Job Purpose:
The HR and Administrative Assistant contributes to effective and efficient running of services in HR, administration, logistics and procurement of the Country Office through support and implementation of activities, ensuring high quality, accuracy and consistency of work.
You would be responsible for:
- Human Resources management
- Supports the implementation of UNFPA’s new 2030 People Strategy in the office.
- Assists the country office management team in human resource management, including human resource planning, recruitment and selection of staff and consultants, their retention, learning and development, performance management, and separation in line with UNFPA HR policies and procedures.
- Ensures the application of relevant tools and systems such as Quantum for the administration of staff and personnel including maintaining accurate and up to date personnel files in a confidential and secure manner.
- Supports delivery of duty of care in the Country Office.
- Support knowledge sharing and capacity development on human resource policies and procedures for the country office team.
- Support in defining learning needs and development of learning proposals and retreats for staff
- Act as HR Focal Points for the Country Office.
- Administration
- As the travel focal point, assists travel arrangements for office personnel, IC and meeting participants, including arrangement of visa, accommodation and transportation in accordance with UNFPA Travel Policies and Procedures and the applicable UN Regulations and Rules.
- As the asset focal point, ensures the application of asset management policy and procedures such as maintaining asset record, conducting physical inspections, and organizing asset retirement and disposal.
- Performs relevant Quantum role as a primary “Buyer” for issuing of purchase orders concerning procurement of services/goods and travel related costs, and executes monthly review of office commitments to minimize overdue obligation.
- Act as a Office Green focal point as per UNFPA Environmental Efficiency Strategy..
- Assisting Management of Common Premises and Services
- Assists in the development of common service annual workplan including providing inputs to Finance Associate for the preparation of common service annual budget, and supports its implementation and reporting.
- Assists in the organization of the Common Premises Committee work, such as calling quarterly Committee meetings, preparing meeting agenda, taking meeting minutes, reporting on work in progress and budget utilization.
- Ensures the smooth running of the building, such as building and equipment maintenance, provision of supplies, managing contracts and security services in coordination with security focal points.
- Provides administrative support on matters relating to Common Premises to tenants upon request.
Qualifications and Experience:
Education:
- Completed Secondary Level Education required.
- First level university degree in Economy, Logistics, Business Management or similar discipline is desirable.
Knowledge and Experience:
- Five years of relevant experience in administration, HR, finance or office management.
- Proficiency in current office software applications and corporate IT systems.
Languages:
Fluency in English, Uzbek and Russian is required.
