Scope of Work:
En étroite collaboration avec le MEN, le ou la consultant (e) national ( e) a pour mission de:
Réaliser un diagnostic approfondi des apprentissages fondamentaux (état des lieux, goulots d’étranglement, coûts/efficacité, équités). Ce diagnostic devra intégrer l’analyse de la fidélité de mise en oeuvre (FOI= Fidelity Of Implementation) des orientations pédagogiques nationales, à travers des observations structurées de pratiques de classe. Il s’agira d’évaluer le degré de conformité des pratiques enseignantes aux guides pédagogiques déployés par le MEN (planification des leçons, déroulement des séquences, stratégies d’enseignement, utilisation des supports, gestion du temps et engagement des élèves).
Développer un cadre national intégré de mesure des apprentissages qui capitalise les acquis de l'Évaluation Nationale des Acquis (ENA) et du Programme d'Analyse des Systèmes Éducatifs de la CONFEMEN (PASEC). Ce cadre devra définir : (i)Architecture du système, (ii)Instruments de mesure, (iii)Calendrier et fréquences, (iv)Gouvernance, (v)Assurance qualité
Piloter une évaluation de référence (baseline) ciblée.
Élaborer une Stratégie nationale des apprentissages fondamentaux avec un plan de mise en oeuvre triennal (avec chiffrage).
