Background
The Danish Egyptian Dialogue Initiative (DEDI) has been an important element in Danish-Egyptian cooperation for 20 years. DEDI is a platform for dialogue, innovation and exchange between Denmark and Egypt. A new four-year phase of support to DEDI, financed under the Danish Arab Partnership Programme (DAPP), started in 2025. The new phase is designed to address the challenges and opportunities of climate change, circular economy, green transition and youth innovation. DEDI is leading activities on the following three components: i) Innovation in sustainable design by youth; ii) Green environmental literacy for youth; and iii) Youth dialogue on climate and security. DEDI is hosted by UNDP in Egypt with a range of Danish and Egyptian organizations and experts engaged to lead DEDI’s dialogue and exchange activities in Egypt and Denmark.
As the host institution and implementing agency for DEDI, UNDP Egypt facilitates the implementation of the initiative, ensuring alignment with broader development priorities and providing technical, operational and administrative support. Under the new phase of DEDI (2024-2028), UNDP is responsible for grant management, partnership development, financial oversight, and technical guidance across all three components. UNDP’s involvement ensures that DEDI benefits from its extensive expertise in sustainable development, youth engagement, and climate action, as well as its established networks with governmental and non-governmental stakeholders. Furthermore, UNDP will support capacity-building efforts, monitoring, and reporting in line with its Results-Based Management (RBM) standards, ensuring that DEDI's activities contribute effectively to the Danish Arab Partnership Programme (DAPP) and Egypt’s green transition agenda.
To support the effective implementation of the Danish Egyptian Dialogue Initiative (DEDI) under its new phase (2024–2028), UNDP Egypt is recruiting a Finance and Operations Analyst (NPSA-8) to provide financial, operational, and administrative support to the programme. The position will contribute to sound financial management, partner oversight, and efficient operational delivery across DEDI’s three components, ensuring compliance with UNDP rules, donor requirements, and internal procedures, while enabling timely and high-quality programme implementation.
Duties and Responsibilities
Under the guidance of the DEDI Project Technical Expert and in coordination with the DEDI Project Manager, the Finance and Operations Analyst (NPSA-8) will be in charge of:
Financial Management, Budget Monitoring, and Compliance
Oversight of Implementing Partners and Donor Financial Reporting
Operations, Procurement, and Logistical Support
Ensure facilitation of knowledge building and knowledge sharing in the CO and guidance to all stakeholders on financial matters.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement:
The Finance and Operations Analyst will work under the supervision of the DEDI Project Technical Expert and with day-to-day coordination with the Project Technical Expert and the DEDI Project Manager.
He/she will work closely with DEDI project staff, the broader UNDP Egypt team, implementing partners and relevant stakeholders to deliver overall and ad-hoc support to the DEDI Project.
He/she will supervise a national UNV to support DEDI finance, procurement and operations activities.

Required Skills and Experience
• A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master´s) University Degree in Finance and/or Accounting is required. Or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
• Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
• Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
• Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
• Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
• CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
• Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
• Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project finance, operations, administration, procurement, or programme support.
• Experience working with UN agencies, international organizations, NGOs, or donor-funded projects.
• Experience supporting project budgets, financial tracking, procurement processes, and operational coordination;
• Experience in project-based financial management and budget monitoring.
• Experience coordinating with multiple teams and stakeholders in a fast-paced project environment.
• Experience using MS Excel and standard office software.
• Familiarity with UNDP or international donor financial and administrative rules, including development partners.
• Experience with ERP-based financial systems (e.g. Quantum, Atlas, SAP, Oracle).
• Experience working with implementing partners and diverse, multicultural teams.
• Experience of IPSAS and/or IFRS.
• Fluency in English and Arabic is required.
