| Purpose of consultancy: | UNFPA Philippines supports the generation and use of evidence to inform national development policy, planning, implementation, and monitoring, in collaboration with government institutions and development partners. This includes analytical work, policy research, monitoring and evaluation, and support to evidence-informed decision-making across economic and social development priorities. Among UNFPA’s major evidence investments is the Longitudinal Cohort Study (LCS), a 15-year nationwide study tracking Filipino adolescents from age 10 (2015) through early adulthood (2030). Together with other analytical, monitoring, and research initiatives supported by UNFPA, the LCS provides critical inputs to national policy dialogue, programme design, and results monitoring—particularly in areas related to human capital development, labour market transitions, gender equality, and inclusive growth. These evidence platforms support policy discussions on human capital investments, demographic and gender dividends, and the conditions required for young people—especially women and girls—to contribute productively to economic and social development. The strategic value of these investments lies not only in evidence generation, but in ensuring that evidence is coordinated, translated, and effectively used within national policy frameworks, planning instruments, and donor-supported programmes. Under the guidance and direct supervision of the Demographic Intelligence Analysis and Planning (DIAP) Programme Analyst, and working closely with the Data Analyst, M&E team, programme staff, government counterparts, and development partners, the Development Policy Analyst (Individual Consultant) will support the policy-oriented use of evidence, including evidence generated from the Longitudinal Cohort Study and other UNFPA-supported analytical work. |
| Scope of work: (Description of services, activities, or outputs) | - Development Policy Analysis and Evidence-to-Policy Integration
- Support the analysis and synthesis of economic, social, and development evidence to inform national development policy, planning, implementation, and monitoring processes;
- Contribute policy-oriented analytical inputs aligned with national development plans, sectoral strategies, inter-agency frameworks, and donor-supported initiatives, including but not limited to national planning and policy instruments;
- Support policy analysis related to human capital investment, including education, health, skills development, and youth transitions to work;
- Contribute analytical inputs to policy discussions on demographic and gender dividends, focusing on economic participation, productivity, equity, and inclusion outcomes;
- Support the integration of gender and equity considerations into development policy analysis, including assessment of differential impacts across population groups;
- Support the preparation of policy briefs, policy papers, analytical notes, and presentation materials for government and development partner audiences;

Work closely with the Data Analyst to translate quantitative findings into policy-relevant insights and actionable recommendations. - Strategic Use of the Longitudinal Cohort Study and Other UNFPA-Supported Evidence
- Support the policy-oriented use of findings from the Longitudinal Cohort Study, drawing on familiarity with its design, implementation, and outputs;
- Provide analytical review and interpretation of cohort study outputs (e.g. findings reports, thematic analyses, policy notes), focusing on relevance to policy formulation, programme design, and monitoring, rather than research operations;
- Support the integration of cohort study evidence with other data sources (e.g. surveys, administrative data, programme monitoring data) to inform development policy analysis;
- Support the use of cohort study evidence to inform analysis on human capital accumulation, life-course transitions, and the economic and social returns to investment in young people, including gender-differentiated outcomes;
- Contribute to dissemination and policy engagement activities related to the cohort study, with emphasis on uptake, application, and influence of findings;

Assist in documenting how cohort study evidence is referenced or used in policies, plans, programmes, and donor-supported initiatives. - Monitoring, Evaluation, and Results-Oriented Policy Support
- Provide analytical support to monitoring and evaluation of UNFPA-supported policies, programmes, and analytical initiatives;
- Support the use of evidence in the design, review, and refinement of results frameworks, indicators, and performance monitoring systems;
- Support monitoring and evaluation analysis related to human capital outcomes, including education, employment, health, and gender-related indicators relevant to development policy and programme performance;
- Contribute to the review of programme, policy, and analytical reports to ensure results-orientation, coherence, and alignment with government and donor reporting requirements;

Support synthesis of monitoring and evaluation findings to inform policy dialogue, programme adjustments, and institutional learning. - Government and Development Partner Coordination
- Provide technical and analytical support to engagement with government planning, policy, and coordination institutions, including central and sectoral agencies;
- Support evidence-informed dialogue and coordination with development partners and donors, including bilateral and multilateral partners;
- Assist in the preparation of technical briefs, background notes, and analytical inputs for policy dialogues, consultations, and coordination meetings involving government and development partners;
- Facilitate coordination between UNFPA, government counterparts, and development partners on evidence use, policy support, and programme alignment.
- Knowledge Management and Documentation of Evidence Use
- Support documentation and organisation of analytical outputs, policy products, and evidence use supported by UNFPA;
- Contribute to tracking how evidence—including findings from the Longitudinal Cohort Study—informs policies, plans, programmes, and donor-supported initiatives;
- Prepare concise analytical summaries highlighting lessons learned, policy implications, and emerging evidence needs to inform DIAP planning and prioritization.
- Facilitate coordination between UNFPA, government counterparts, and development partners on evidence use and policy support and programme alignment, including management of strategic and implementing partnerships to ensure workplans, outputs, and deliverables remain aligned with national priorities and UNFPA strategic goals

| Supervisory arrangements: | The Development Policy Analyst will be under the overall supervision of the Country representative and direct supervision of the Programme Analyst for Demographic Intelligence Analysis and Planning. |
| Expected travel: | Occasional travel to programme sites depending on need. |
| Required expertise, qualifications and competencies, including language requirements: | Job requirements: - Advanced degree in Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration.
- At least two (2) years of relevant work experience in Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration is an advantage.
- Relevant experience in programme/project management and development, or research coordination
- Prior experience in community-based development is preferred
- Strong research management experience
- Proficiency in current office software applications
- Familiarity with UN policies and principles will be an advantage;
- Strong analytical and strategic thinking and commitment to results;
- Ability to organise work effectively and to meet planned deadlines;
- Demonstrated ability to work harmoniously with persons of different backgrounds in multi-cultural environment;
- Must possess negotiations skills;
