Job Description

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Officer - Child Protection.

About the job

The Child Protection Officer delivers day to day implementation of the Child Protection programming for children, caregivers and their communities in the wider Tripoli area. The Officer is specifically responsible for supervising the Child friendly spaces and learning through play activities in education activities in line with SOPs. The Officer is expected to have exemplary technical and field conduct so as to be a model and troubleshoot for Protection Assistants - Child Protection in the absence of the Team Leader.

Your main duties and responsibilities will be:

Programming & Operations

  • Contribute to the planning and implementation of CP activities.
  • Appropriately link members of the affected population to other DRC Protection services, other DRC sector services and service by other humanitarian actors, based on their needs and DRC and inter-agency referral protocols
  • Participate with preparation and engagement in supervision as set up by the Protection Team Leader Child Protection and Protection Specialist Child Protection and serve as a peer supervisor to CFS Protection Assistants and Child protection assistants in accord with scope agreed with the Team Leader
  • In close coordination with the rest of the Child Protection team flag gaps and scope for continual evolution to needs of the CP programme and Protection Programming at large to decision makers
  • Contribute in ongoing programme evolution within the scope agreed by line manager by proposing new activities and contributing to activity guidance documents, offering insights into contextualization and operationalisation
  • Lead the setting up and maintaining the child friendly spaces and school based interventions and learning through play initiatives in compliance with the CP Minimum Standards, DRC’s Child Protection Policy, DRC Libya specific SoPs
  • Emulate a child participation oriented and child-led approach to programming
  • Carry out information dissemination and awareness-raising activities among the affected communities
  • In coordination with the Team Leader use solid participatory approaches with attention to age, gender, diversity, and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their communities
  • In coordination with the Protection Team Leader-Child protection and the Protection specialist-Child protection support capacity building activities in selected schools for teachers and social workers
  • Engage and establish relationships with key community stakeholders for a successful implementation of the Child protection programming

Reporting

  • Respect data confidentiality and protection at the highest standard
  • Complete data entry and analysis in a timely and accurate manner
  • Ensure proper use of tools and online platforms provided for effective reporting, in adherence with orientation and coaching by the Team Leader and PIM officer
  • Collaborate with the MEAL teams in carrying out monitoring, evaluation, and feedback activities within the target areas.

Coordination and representation

  • In coordination with the Program Manager and the Protection Team Leader Child Protection, represent DRC to a range of stakeholders including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
  • Collaborate and integrate with other DRC sectors during field implementation as needed and advised by the Protection Team leader.
  • Ensure interactions by staff with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for child protection and humanitarian work, including child safeguarding.

Operations support

  • Support the coordination of program activities as they relate to logistics, administration, finance, or security as relevant, in coordination with the relevant departments.
  • Ensure compliance with the relevant internal policies and directives.

About you

To be successful in this role, we expect you to have at least two years of professional experience in humanitarian interventions, preferably with INGOs. Past experience in an NGO or with another duty bearer in Protection, or within an educational institution in a developmental setting that works with children, will also be considered an asset.

Moreover, we also expect the following:

  • INGO experience in humanitarian response and protection, especially child protection or other programmes working with children (e.g. MHPSS) is preferred. Direct work experience with children outside a humanitarian setting will be considered.
  • Experience in MHPSS interventions with children is prefered.
  • Familiarity with international protection and human rights legal standards, and CP minimum standards. Demonstration of Child Protection in Humanitarian Action competencies during the recruitment process will be considered
  • Demonstrated capacity to effectively represent a humanitarian organization with the individuals and communities and build trust. Past experience in replicating trainings to peers and community members on topics relevant to child protection will be valued.
  • Proficiency in MS Office applications

Education: (include certificates, licenses etc.)

  • A minimum of a Bachelor’s degree in a field relevant to Child Protection operations is requested. A Bachelor’s degree in psychology, sociology or education is preferred.

Languages: (indicate fluency level)

  • Fluency in written and spoken Arabic.
  • Good Working knowledge of English
  • Basic knowledge of additional languages will be an advantage
