Tiered Approach

Background

The Local Government Initiative on Climate Change (LoGIC) is a flagship project of the Government of Bangladesh that has established a nationally recognized model for locally led climate adaptation by channeling climate finance to Local Government Institutions (LGIs) and vulnerable communities through innovative, low-transaction-cost mechanisms. LoGIC will promote local action on climate change adaptation at scale through its’ Initiation Plan (IP) for phase-II. The Initiation Plan (IP) for Scaling the Local Government Initiative on Climate Change (LoGIC) will be implemented over a 12-month period as a preparatory phase designed to bridge the gap between the completion of LoGIC I and the development, approval, and launch of LoGIC II. This phase aims to lay the groundwork for the full-scale roll-out of LoGIC II by providing targeted support to the Local Government Division (LGD) and technical assistance to the Economic Relations Division (ERD).

The IP will facilitate the national scaling of the LoGIC model by supporting LGD in institutionalizing the approach, while enabling ERD to initiate and complete critical technical studies, including cost-benefit analyses, feasibility studies, and the development of financing tools and models. It will also ensure the systematic capture of lessons learned and help establish the operational, financial, and institutional foundations required for a sustainable, government-led, and financially viable LoGIC II.

During this phase, the project will provide technical, operational, and policy support for preparing and securing funding for the Development Project Proposal (DPP) and the Project Document (ProDoc) for LoGIC II. It will further support the design of a blended finance model; strengthen institutional memory; promote community engagement; and conduct feasibility assessments related to Nature-based Solutions (NbS), community resilience, and private sector partnerships. Additional efforts will focus on developing models that link vulnerable communities to value chains, and on enhancing institutional, legal, and policy frameworks for improved service delivery and long-term sustainability.

The IP will adopt an adaptive management approach to minimize the impact of political transitions on the initiation of LoGIC II. This will include maintaining flexibility to scale the project with a combination of loans and grants as planned, or to proceed with the Government of Bangladesh’s committed funds alongside development partners’ grants.

Within this context, the Project Associate (MIS) will play a key role in designing, implementing, maintaining, and strengthening the project’s Management Information System (MIS), ensuring reliable data management, reporting, and knowledge generation to support evidence-based decision-making and effective project monitoring.

Duties and Responsibilities

The MIS Associate will be responsible for the following functions:

ii. MIS System Design and Development

  • Design and develop MIS frameworks and tools for the LoGIC IP project in consultation with project management and technical teams
    • Strengthen and customize MIS for project and M&E functions aligned with results frameworks and indicators
    • Develop and maintain structured databases incorporating quantitative and qualitative data
    • Ensure MIS structure supports tracking of activities, outputs, outcomes, and beneficiaries
    • Integrate data validation, quality control, and audit trail features within MIS tools

iii. MIS Implementation and Database Management:

  • Implement and maintain the MIS platform for the project and ensure continuous functionality
    • Maintain centralized project databases and ensure regular updating and cleaning of data
    • Ensure secure storage, backup, and retrieval of MIS data
    • Coordinate with field teams and partners to ensure timely and accurate data entry
    • Ensure data consistency and integrity across different reporting streams

iv. Reporting and Data Analysis:

  • Prepare monthly, quarterly, half-yearly, and annual MIS reports
    • Generate customized MIS reports as required by project management and UNDP
    • Support preparation of progress reports using MIS data
    • Produce analytical summaries, dashboards, and visual reports for decision support
    • Support evidence-based reporting by extracting trends, gaps, and performance insights from MIS data

v. Monitoring, Risk, and Issue Tracking Support: 

  • Support preparation and updating of project Issues Log and Risk Log

    • Track indicator progress and results framework through MIS
    • Support monitoring of field-level implementation data
    • Assist in compiling lessons learned and performance findings from MIS records

    .vi. Capacity Development and Technical Support

  • Organize and conduct MIS training sessions for project staff and relevant government counterparts
  • Develop simple user guides and SOPs for MIS tools and reporting processes
  • Provide ongoing technical support to users of MIS platforms
  • Support adoption of digital reporting and data collection tools

vii. Knowledge Management and Web/Data Updates: 

  • Provide inputs and updated information related to project progress for web platforms and knowledge portals
    • Support data sharing with UNDP systems and relevant government platforms as required
    • Contribute to knowledge products through structured data and information support

viii. Software Implementation Support

  • Provide implementation and operational support for project-related software systems, including LoGIC Website, ATM platform, Cooperative Management Software, and CVI Fund Allocation System
  • Coordinate software rollout activities with project teams, government counterparts, and service providers
  • Support configuration, user setup, testing, and deployment of software tools used under the project
  • Organize and deliver stakeholder and user training sessions for project software systems
  • Develop basic user guidance materials and support documentation for software users
  • Provide first-level functional support and troubleshooting coordination with vendors
  • Support vendor coordination and follow-up for software development, customization, maintenance, and upgrades
  • Track software performance issues and enhancement requests and ensure timely communication with vendors and project management
  • Assist in monitoring service delivery and contract compliance of software vendors

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
 

4. Institutional Arrangement

The Project Associate (MIS) will work under the direct supervision of the Project Coordinator / M&E Specialist. S/he will work in close collaboration with operations manager, and field staff, as well as relevant UNDP and government counterparts to ensure consistent data management, reporting, and information flow.

Required Skills and Experience

Min. Education requirements :

•     Secondary Education is required. OR
•     A first-level university degree (Bachelor’s) in Computer Science, Information Systems, Statistics, Economics, or relevant Social Science discipline will be given due consideration but it’s not a requirement.

Min. years of relevant work experience
    •     Minimum 6 years (with high school degree) or 3 years (with Bachelor’s degree) of progressively responsible experience in MIS/M&E/database management in development projects with Government, NGOs, or international organizations is required.
 

Required skills   

•     Strong experience in MIS/database design and management (MS Access or other MIS platforms)
•     Experience with computerized reporting systems and data processing
•     Experience in network-based MIS systems
•     Strong report generation and data analysis skills
•     Good understanding of M&E systems and reporting structures
•     Experience working with government and local government institutions
•     Strong skills in MS Office packages (Excel, Access, Word, PowerPoint)

Desired skills in addition to the competencies covered in the Competencies section  

•     Experience with web-based MIS and dashboard tools
•     Experience with digital data collection platforms
•     Experience working with UNDP or UN projects
•     Knowledge of climate or local governance projects will be an asset
Required Language(s)     Fluency in written and spoken English and Bangla is required
